You will serve as a INTERDISCIPLINARY COMMUNITY PLANNER/NATURAL RESOURCES SPECIALIST in the ENVIRONMENTAL DEPARTMENT of NAVFAC SOUTHWEST. This is an interdisciplinary position and will be filled as a Community Planner (0020) or Natural Resource Specialist (0401).

Duties

You will interpret laws, regulations and policies to ensure project proponents meet (National Environmental Policy Act) NEPA. You will review Environmental Assessments (EAs) and Environmental Impact Statements (EIS) for consistency with (National Environmental Policy Act) NEPA. You will determine and track required biological and cultural resources surveys and air quality permits necessary for regulatory consultation to ensure on-time completions of (National Environmental Policy Act) NEPA projects. You will lead project meetings and assist in resolving conflict related to (National Environmental Policy Act) NEPA. You will serve as a point of contact for Public Works staff and tenant commands on project issues and progress to resolve conflict.

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift during field visits.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1). Assisting in the installation site approval process by attending meetings (Project Review Board, Work Induction Board, etc.) and working closely with stakeholders to determine National Environmental Policy Act (NEPA) requirements prior to project approval; 2) Applying facilities planning process to ensure projects have proper environmental planning in place such as Record of Categorical Exclusion (CATEX), Environmental Assessment (EA), and Environmental Impact Statement (EIS) review; 3) Track environmental planning aspects of projects such as consultations and permitting and; 4.) Participate in discussions with stakeholders to resolve project planning concerns. NOTE: This answer must be fully supported by the information in your resume. Applicants for the Community Planning (0020 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Applicants for the Natural Resources (0401 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
