Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as a principal AFRC combat operations staff officer and overall Air Force Subject Matter Expert (SME) on AOC intergenerational and operational issues. Provides senior level training to reservists in the accomplishment of the tasks set forth herein. When deployed, incumbent work directly for the Combatant Commander providing SME guidance on staff functions within the AOC; and interprets and implements higher headquarters' operations directives for effective mission accomplishment in the Area of Responsibility (AOR). RESPONSIBILITIES: 1. Plans, organizes, coordinates, and directs assigned activities. Functions as an Air Operation Center (AOC) SME for Pacific Theater emphasizing on the planning and execution of contingency operations (CONOPS) and Operational Orders (OPORDS). 2. Maintains subject matter expertise of Air Operations Center (AOC) integration. Develops and coordinates administrative and operational policies, procedures, and program planning with NAF, MAJCOM and Air Staff level directorates. 3. Training Responsibilities. Responsible to the Squadron Commander for conducting training for the upgrade, qualification, and currency of unit personnel. Training encompasses the full cycle of theory, formal classroom, and actual in-field practice. 4. Oversees and coordinates meetings and exercises involving Theater, MAJCOM and NAF representatives and maintains liaison. Performs follow-up analysis and lessons learned for exercise and operational, theater-wide engagements for incorporation into future plans and procedures of the NAF, MAJCOM, and COCOM. 5. Supervises 1 to 4 full time unit ART personnel. Provides support to all aspects of the unit; maintains extensive personal contact and liaison with counterparts in subordinate, lateral and higher headquarters agencies. Attends NAF, MAJCOM, and AFRC conferences as required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. SPECIALIZED EXPERIENCE: One year specialized experience includes serving as the principal combat operations staff officer and overall subject matter expert (SME) on information, fighter, bomber, airlift, and air refueling, rescue or space operations issues. Comprehensive knowledge of organization, programs, missions, and functions of the Air Force reserve unit and thorough knowledge of the AFRC mission and functions. Mastery of a wide range of analytical/investigative techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on substantive operating programs and policies. This definition of specialized experience is typical of work performed at the GS-12 or above grade/level or equivalent position in the federal service. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of planning, organizing, coordinating, directing, and controlling the activities, operations, and resources of a geographically separated organization; and mentoring, motivating, and appraising a small staff. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to analyze, plan, and adjust work operations of several organizational segments to meet program requirements and objectives within available resources. 4. Ability to effectively interact with individuals, outside organizations, and interagency/international representatives in high pressure, timesensitive environments. 5. Ability to communicate both orally and in writing and negotiate complex, multi-dimensional issues. 6. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of the duties inherent in a senior command position. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. 2. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 3. The incumbent may be required to fly in commercial or military aircraft for performance of TDY. 4. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ Air Force Reserve Command. 5. Position requires the incumbent to obtain and retain security clearance level designated for this position. 6. Incumbent must maintain world-wide deployable capability and status. 7. Incumbent works in an environment where there is intense activity and stress. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
