This assignment is a 1-year non-reimbursable assignment and may be extended in 120-day increments as needed. This position is located in the Department of Homeland Security, U.S. Coast Guard, Deputy Commandant for Operations, Intelligence Coordination Center (ICC) in Suitland, MD. Required to hold and retain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

Duties

You will serve as an intelligence analyst for the Commanding Officer, conducting research, analysis, and liaison with other intelligence and law enforcement agencies on topics relevant to the Coast Guard. This assignment requires addressing a wide variety of issues pertaining to living marine resources and the marine environment with an emphasis on illegal, unreported, and unregulated fishing. Typical work assignments include: Devising valid methods of screening and synthesizing vast amounts of information and translating it into policy relevant intelligence. Evaluating the validity, accuracy, reliability of information received from a wide variety of sources to assess its importance to foreign policy and Coast Guard operational and decision making interests. Preparing a wide range of analytic products to clearly, concisely, and coherently characterize the policy significance and implications of the issues and developments in the assigned area. Conducting liaison with counterparts in the U.S. Coast Guard and other intelligence agencies to coordinate information acquisition activities or to participate in cooperative intelligence production efforts. Participating in relevant interagency and intra-agency working groups, forums, and conferences.

Requirements

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualifications

Qualifications required: At least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service. Specialized experience includes: initiating contacts with other intelligence analyst and law enforcement personnel to validate and ascertain reliability of information; conducting special intelligence research studies; preparing contributions to inter-agency intelligence assessments; conducting liaison with counterparts in other intelligence agencies to coordinate information acquisition activities. Familiarity with DHS Intelligence Enterprise (IE), the Intelligence Community (IC), and Department of Defense.
