You will serve as an Intelligence Specialist (Compartmented Access Program Control Officer (CAPCO)) in the Research and Development Support Activity (RDSA) located in Springfield, VA. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

Serves as an Intelligence Specialist within the Research and Development Support Activity (RDSA). Utilizes knowledge of the Department of Navy and the Intelligence Community (IC), while applying broad knowledge of intelligence research and collection capabilities and programs. Serves as RDSA's Compartmented Access Program Control Officer (CAPCO) for sensitive IC reporting and analysis. Seek and maintain accreditation of facilities in coordination with Chief of Staff and Security. Provides technical considerations of methodology and subject matter knowledge of a specialized research area pertinent to the Planning and Requirements Division. Serves as a liaison and represents RDSA to other DoD and IC partners and provides feedback to RDSA on the positions and requirements of those partners.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examinations.
  • This position may require a 2-year trial period.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing analysis and production tasks relative to operations in order to effectively manage the planning and requirements process for projects that support maritime intelligence capabilities; 2) Providing technical considerations of methodology and subject matter knowledge of a specialized research area pertinent to a command or agencies Planning & Requirements Division; 3); Identifying intelligence gaps and recommending specific collection capabilities to address closing those gaps over course of one-two year plans in this area; 4) Serves as a liaison and representing a command or agency to other DoD and IC partners and provides feedback on the positions and requirements of those partners; and 5) Stimulating and guiding the production of intelligence analysis in coordination with Navy, DoD, and IC agencies in order to focus collection, fill gaps, and identify opportunities to exploit adversaries.
