You will serve as a Program Analyst in the Financial and Integration Branch (N83i) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will coordinate all policy issues related to the Naval Shipyards and Naval Aviation Depots; including areas of special interest and Joint- Service efforts.
You will coordinate the formulation of congressional compliance reports and audits for Navy intermediate and depot-level ship and aviation maintenance infrastructure and industrial base policy.
You will serve as the N83 primary Action Officer for all issues related to the Navy maintenance industrial base.
You will coordinate, investigate and provide data analysis in support of reports on capacity utilization, BRAC, partnering, CORE, CITEs, FOIA requests, and other depot maintenance reports requested by OSD, OMB, or Congress.
You will serve as the coordination point and monitors all issues relative to joint-Service efforts as they pertain to Navy maintenance activities (such as the Sustainment Executive Steering Committee).
You will coordinate efforts across N83 promoting alignment within the N83 organization; manage various efforts which cross branches including fiscal management, strategic planning, etc.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and disseminating policy for the maintenance, modernization, material condition of vessels; 2) Coordinating efforts of operating forces, both ships and aircraft and serving as the assessment and resource sponsor for Fleet current readiness; 3) Coordinating, investigating and providing data analysis in support of reports on capacity utilization, BRAC, partnering, CORE, CITEs, FOIA requests, and other depot maintenance reports requested by OSD, OMB, or Congress; 4) Providing recommendations to leadership on complex readiness and financial PPBE and supporting all aspects of the PPBE process including but not limited to programs' requirement development, retention of financially related documents, budget justification, budget execution, programming guidance, risk assessments, metrics coordination, and cross sponsor coordination; 5) Collecting and tracking contract financial requirements, developing phasing plans, fielding contract questions and monitoring financial execution of contracts.
