Duties

You will review procurement requests to assure clarity, adequacy and completeness You will explain acquisition requirements in conferences and discussions with customers, other DoD activities and with industry representatives You will coordinate with Office of Counsel to resolve various current or pending contractual issues, resolve questions, claims and various types and levels of protests. You will determine contract type, method of solicitation, options determinations, milestones development and sources to be solicited. You will develop source selection criteria for contracts in accordance with organizational policies You will create written documents outlining recommendations to improve acquisition strategies.

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field 1102 Level II. If you are not certified you must achieve certification within 24 months of appointment.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be recalled to duty after normal working hours to include nights, weekends, and/or Holidays.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with pre-award, post award, and administration and closeout of a variety of contracts and acquisition procedures. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

GS-07:1 full academic year of graduate education or law school OR superior academic achievement

To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
