Duties
The primary purpose of this position is to perform technical and administrative analytical work of planning, development and implementation of Special Air Mission, including AF One, transportation requirements for all Federal agencies to assure safe, expeditious domestic and international transportation of high-level officials and their staff to meet critical, sensitive diplomatic, military and domestic requirements.
Duties:
Assists Mission Operations Duty Officer and coordinate work with Mission Specialists.
Coordinates Diplomatic Clearances and Aircraft Logistics and Requirements.
Develops comprehensive flight plans and pre-departure information packages for air-crews.
Generates aircraft specific performance limits and weight-and-balance data for all en-route and alternate airfields.
Participates in special projects and initiatives and performs special assignments. Maintains current information on safe operations of aircraft through the national and international airspace system.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- A Rated Aviator (e.g. pilot navigator) with Special Air Missions experience is desirable.

The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7. Screening the Ready Reserve
IAW DoDI 3220-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
This is a Term position NTE 09/30/2027; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series, 2130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance; making presentations on traffic matters before Federal, State, or local regulatory bodies; performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; providing advisory service involving commodity analysis from the transportation standpoint. Comprehensive knowledge of a wide range of national and international flight planning policies, principles, practices, and regulations in order to plan safe and expeditious movements of aircraft around the world. Flight Operations experience include comprehensive knowledge of flight planning concepts, techniques and methods; knowledge of Air Force flight operational procedures and airfield/aircraft operations; knowledge of national international air traffic control laws, rules, and regulations, including European flow control procedures and unique routing requirements throughout Eastern Europe and Middle Eastern countries.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of flight planning concepts, techniques and methods. Knowledge of European flow control procedures and specific routing segments and unique routing requirements throughout Eastern Europe and Eastern countries.
2. Knowledge of Air Force flight operational procedures and airfield operations. Ability to analyze and assess the efficiency and effectiveness of flight planning operations and to develop recommendations to enhance program effectiveness.
3. Knowledge of national and international air traffic control laws, rules and regulations, including European flow control procedures and unique routing requirements throughout Eastern Europe and Middle Eastern countries.
4. Knowledge of weather and its effect on flying operations including forecast weather that could affect aircraft movements, life or property.
5. Ability to communicate effectively orally and in writing.
6. Knowledge of safety and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
