About the Position: Serve as Chief, United States Army Priority Air Transport (USAPAT) International Special Air Mission (SAM) Planning Branch and Senior Civilian to the Battalion and its Pacific Detachment, Hawaii on all administrative civilian personnel actions. Serve as the Staff Synchronization Officer, Senior Staff Specialist, and Subject Matter Expert for International Operations Support Airlift Plans.
Duties
Establish guidelines and performance expectations for international plans.
Develop and implement memorandums, Letter of Agreements, directives, policy, and procedures for international Special Air Mission.
Oversee intelligence briefings, force protection assets, and threats that could affect Service Secretary Controlled Aircraft (SSCA), personnel, and other resources.
Represent the Secretary of the Army and Army Chief of Staff interests in meetings/briefings conducted by United States Transportation Command
Manage and track all International Planning and OSA Branch Staff Actions.
Develop estimates of International Planning and OSA budget requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Must pass urinalysis testing as required prior to appointment and periodically thereafter. Must sign DA Form 5019-R.

- This position requires incumbent to ensure that they are available on a 24-hour, 7-day per week basis for off-duty emergencies and assistance.
- You may be issued a laptop computer and government cell phone to allow remote access and capability to input flight data.
- Work capabilities from home will be required to be similar to those in the work environment. May be required to work rotating shifts, overtime, evening, weekends, holidays and/or on-call/stand-by duty hours.
- May be required to participate in contingency readiness exercise, major accident response exercise, and investigations.

Specialized Experience: One year of specialized experience which includes experience in the development of mission plans, policy, procedures, and guidance as it relates to air transportation. This definition of specialized experience is typical of work performed at the next lower grade/level of the position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
Education
