DCSA's Small Business Office (SBO) is seeking a Small Business Specialist. In this role, you will be the Junior Small Business Strategic Communications & Advocacy Support Specialist and assist in cultivating and fostering relationships with small businesses, industry and governmental stakeholders. Duties

This announcement is open to All U.S. Citizens reside or are currently employed in the Washington, DC local commuting area, which includes the entire area within the boundaries of Washington, DC; the Maryland counties of Anne Arundel, Baltimore, Calvert, Carroll, Charles, Frederick, Harford, Howard, Montgomery, Prince George's, St. Mary's, and Washington; and the city of Baltimore and all cities in the geographic area bounded by the outer boundaries of the combined areas of the counties listed above; the Virginia counties of Albemarle, Arlington, Clarke, Culpeper, Fairfax, Fauquier, Greene, King George, Loudoun, Madison, Orange, Prince William, Spotsylvania, and Stafford; and the cities of Alexandria, Fairfax, Falls Church, Fredericksburg, and all cities existing in the geographic area bounded by the outer boundaries of the combined areas of these listed Virginia counties; Adams County in Pennsylvania; Morgan, Berkeley, and Jefferson counties in West Virginia. As a SMALL BUSINESS SPECIALIST you will be responsible for the following duties:

Qualifications

This position has a Basic Requirement for the 1101: Basic Requirements for GS-5 through GS-12 A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized Experience (for positions above GS-5): Experience in support of projects, programs or assignments providing a requisite knowledge of contracting, acquisition, procurement purchasing or related functions of the position to be filled. Exceptions: Employees in Business Opportunity Specialist, GS-1101 positions will be considered to have met the standard for positions they occupy on January 2, 2013. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for Business Opportunity Specialist, GS-1101 positions within the Office of Field Operations with the Small Business Administration by January 2, 2018. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 07 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Ability to analyze problems to identify significant factors, plan and organize work, convey information, gather pertinent data, recognize, and identify solutions. Fundamental knowledge related to small business programs including HUBZone, WOSB, EDWOSB, VOSB, ASMPP, SDVOSB, SDB. knowledge of federal socioeconomic government contracting programs and associated certification actions. Specifically you will be evaluated on the following competencies: Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgmental to generate and evaluate alternatives, and to make recommendations. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience. Attention to Detail: Is thorough when performing work and conscientious about attention. Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions, commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Flexibility: Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity.

Education

If substituting education for experience, at the GG-07 level, you must possess a bachelor's or equivalent degree. For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.

Superior Academic Achievement does not apply to DCIPS positions.
If substituting education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
