The Employing Office Location of this position is Albuquerque, NM. Duty Station Location will be negotiable after selection. Telework or Remote Work will be considered for highly qualified candidates.
This position is part of the Education Human Resources, Bureau of Indian Education (BIE). As a Human Resources Specialist (Employee/Labor Relations) you will be responsible for compliance and support of the Employee/Labor Relations program for assigned BIE organizations.
Duties
As a Human Resources Specialist (Employee/Labor Relations) GS-0201-12/13, your typical work assignments may include the following under supervision:
Serves as technical expert in planning, developing, and administering employee/labor relations activities in assigned organizations.
Provides the full range of employee/labor relations support to assigned regional Education Resource Centers and individual worksites involving all phases of performance matters, conduct actions (disciplinary and adverse actions), negotiations, grievances, appeals, reasonable accommodation requests, etc., many concerning complex and sensitive issues.
Provides information to employees concerning their responsibilities, rights, the procedures and time frames under various avenues of dispute resolution, including administrative grievance procedures, the Equal Employment Opportunity (EEO) complaints systems, appeals to the MSPB, and complaints to the DOI Office of the Inspector General (OIG).
Participates in development of policies, regulations, and procedures for Bureau of Indian Education (BIE) pertaining to employee/labor relations' matters.
Trains supervisors and management officials on employee/labor relations matters, including forms of communication and counseling necessary to maintain effective relations between management and the workforce.

Qualifications
Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-12: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples include: Providing technical advice and guidance to employees and managers on conduct, performance, attendance, and dispute resolution matters; providing management with interpretations of HR case law, principles, practices, laws and regulations; advising on all aspects of labor relations for combined technical, administrative, professional, scientific and skills crafts and wage grade occupations; preventing potential problems from materializing, and in devising integrated solutions in coordination with other personnel specialist(s), EEO, and various management philosophies.
GS-13: One (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service. Examples include: providing expert advice and guidance to employees and managers on difficult and controversial employee relations cases; advising on disciplinary, adverse actions, conduct, performance management, performance-based actions, grievances, attendance, dispute resolution matters, appeals and leave administration; developing and implementing rules and procedures for the operation of the employee and labor relations program; providing advice and guidance to management with analysis of HR case law, principles, practices and regulations; providing expert knowledge on labor relation activities including information on collective bargaining agreement and a variety of labor relations matters; evaluating new or modified legislation to project impact upon existing agency policies.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
