This position is located within the Albuquerque Area Indian Health Service, Division of Human Resources, in Albuquerque, New Mexico and reports to the Human Resources Director. The incumbent serves as the Supervisory Human Resources Specialist in the Recruitment and Placement disciplines.
Duties
The incumbent of this position is responsible for directing and overseeing the recruitment and placement disciplines, programs and services which includes providing advice and consultation with managers on human resource solutions for workforce issues, position management, pay administration, strategic recruitment, hiring and placement, expert technical guidance, and executive resources for the Albuquerque Area Indian Health Service, Division of Human Resources.
Performs a full range of recruitment and placement functions.
Provides comprehensive human resource services to management and subordinates.
Provides a full range of human resources technical advisory services to managers, supervisors, and employees.
Serves as a technical authority for human resources functions and programs.
Determines short-term and long-term goals, objectives, and staffing needs.
Researches, reviews, and conducts workforce planning and forecasting.
Resolves formal and informal complaints and grievances.
Develops workforce improvement plans, recommending personnel actions as necessary, and effects disciplinary measures as appropriate.
Reviews and approves leave requests.

Qualifications

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS, GS-13:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: experience interpreting and providing technical advice to management and employees on a wide range of Human Resources (HR) concepts, principles, laws, regulations and practices in internal/external recruitment and placement, and/or compensation; providing technical advice and leadership to staff of HR professionals; establishing or recommending changes to program policies, procedures, and best practices; evaluating and recommending appropriate solutions to complex interrelated Human Resources programs and issues; analyzing workforce trends to provide recommendations for process improvement; developing, interpreting, and analyzing data extracts and reports from automated HR databases; and preparing a wide range of documents, reports, and databases.
SUPERVISORY ABILITIES:
This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
