This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent will serve as an IT Specialist (ENTARCH) at the Communication Systems Directorate-Information Policy Division in Miami, FL.

Duties

Serve as an IT (Information Technology) Specialist (Enterprise Architecture). Determine IT network system requirements.. Resolve inequities and incompatible situations involved with the network systems. Develop IT infrastructure guidelines to implement information standards and policies. Continually evaluate the effectiveness of the current enterprise and recommend changes to ensure the IT infrastructure is aligned with mission requirements. Anticipate the effects of changing business requirements and new technologies on the target enterprise architecture plan. Evaluate and develop optimal solutions regarding IT architecture with other IT architects using the best practices in the industry.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Obtain and maintain a top-secret clearance.
• Must be able to pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
• Must obtain the required certification/recertification as outlined in DoDM 8140.03, Cyberspace Workforce Qualification and Management Program, dated 15 Feb 2023 or updated version and/or additional guidance w/in 6 months of assignment.
• Incumbent of this position is required to travel for duty (TDY) up to 30% of the time.
• Incumbent of this position must be able to work weekends and at night in response to contingencies and other requirements as directed.
• Incumbent of the position must be able to perform shift work in response to contingencies and other requirements as directed.

Align IT (information technology) architecture with organizational strategic goals by leading cross - functional teams to accomplish missions; 2). Convey technical concepts through effective communication regarding regulatory requirements to implement architectural decisions; 3). Establish governance frameworks to ensure compliance, security, and scalability of IT systems; 4). Provide guidance regarding organizational change associated with IT architecture initiatives, thus innovating emerging technologies to enhance organizational capabilities; and 5). Identify risks concerning IT architecture to mitigate conflicts with budget and resource allocation. The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
