Duties

You will serve as an expert on legislative matters involving the US Senate and House of Representatives including members, personal staff, and professional staff. You will routinely brief USINDOPACOM leadership, to include Directors, Chief of Staff, Deputy Commander, and Commander on congressional matters. You will support the Legislative Affairs Director and Deputy Director in reviewing, researching and preparing a wide assortment of correspondence, reports, briefs, and materials. You will assist with the development of a congressional outreach strategy to advocate for USINDOPACOM equities and priorities. You will carry out special projects and tasks as directed.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public section utilizing advanced management and organization skills. Specialized experience includes the following: 1) Analyzing draft and final federal legislation and funding tables for key priorities, and familiarity with congressional powers, process, and procedure; 2) Advising and assisting staff members during all stages of legislative policy development; 3) Briefing senior officials on congressional matters, to include testimony, staff visits, and congressional engagements.; 4) Reviewing, researching and preparing a wide assortment of correspondence, reports, briefs, and materials intended for Congressional audiences, senior leadership and staff, and various DoD entities; 5) Expert knowledge of the process within DoD for interacting with Congress, beginning with submission of the President's budget and carrying through to considerations by the various committees; 6) Knowledge of the federal legislative process, specific expertise in the annual defense authorization and appropriations legislative cycles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
