Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Contracting Officer Representative (COR), you will:
Function as an expert technical authority and consultant with responsibility for planning, formulating, implementing, and evaluating effective business planning and use of contracted products and services to accomplish program mission requirements.
Determine and describe program contracting needs, while complying with the Contracting Officer's recommendations and statutory and regulatory provisions including, but not limited to, competitive acquisition practices, small business opportunities, and reliance on commercial products.
Identify the need for acquisition/procurement services to support the Program Office mission that cannot be fulfilled by HUD staff and proposes such need to senior Program Office management.
Evaluate existing acquisitions/procurements for performance, efficiency, value, and continuing need.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience:
For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Performing programmatic and acquisition-related pre-award activities such as the preparation of requisitions, acquisition plans, market research reports, work statements (i.e., Performance Work Statements, Quality Assurance Surveillance Plans, Independent Government Cost Estimates); source selection plans; justification and approval for other than full and open competition; and instructions to offerors and evaluation factors.
Examples of this experience could include:
- Performing assignments independently in support of procurement activities, or the review of that activity. The experience MUST be in all areas of the acquisition process from initiation through closeout of the contract; OR
- Evaluating contract proposals and monitoring contractor performance; OR
- Identifying the need for acquisition/procurement services to support a program's mission; OR
- Performing a variety of technical management roles, including monitoring the cost, schedule and performance parameters of all assigned contracts; including cost estimates, proposal instructions, and evaluation criteria.
For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Conducting pre- and post-award activities, evaluating acquisitions, procurement, or contract proposals for performance, efficiency, value, and continuing need.
Examples of this experience could include:
- Functioning as a technical authority with responsibility for planning, formulating, implementing and evaluating effective business planning and use of non-complicated (firm-fixed price up to $6.5 million) contracted products and services to accomplish program mission requirements; OR
- Coordinating with stakeholders throughout the development and delivery of the annual strategic acquisition plan; OR
- Identifying the need for acquisition/procurement services to support the Organization's mission; OR
- Performing programmatic and acquisition-related pre-award activities and post award such as acquisition planning, requirements and requisition development.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
