This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), Front Office (FO), Office of Policy, Data Analysis & Communications.
As a Data Scientist, GS-1530-13, you will design, develop, and implement the analytical, statistical, and programming mechanisms necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.
Duties
Provides technical advice to leadership at the Division, Group, or Office/Center level about collecting, analyzing, interpreting, and communicating data and insights resulting from data analysis.
Conducts data science research with statistical and analytical tools used to analyze complex sets of data. Uses statistical tools such as Statistical Analysis System (SAS) software, R, or SPSS for computing and analyzing data sets.
Identifies data that are available and relevant, leveraging new data collection processes, and performing all phases of the systems development life-cycle required in the design, development, and implementation of features enabling data access.
Provides technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management on the use of such technology as it relates to CMS data.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Prepare written documents and/or presentations of data analysis findings for diverse audiences, (e.g., end users, senior leadership, and other non-technical audiences); AND (2) Conduct analyses on large datasets using a programming language (e.g., R, Python, SAS, SQL, Stata, etc.) to explore data, test hypotheses, inform decisions, or evaluate organizational performance; AND (3) Develop improvement processes impacting data quality, performance enhancements, and/or user experience; AND (4) Programmatically transform, combine, and clean data in preparation for analysis; document data definitions and issues for future reference.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
