This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of Chief People Officer (OCPO). The incumbent serves as the Deputy to the Chief People Officer for all federal employees and as a key advisor and program manager. The incumbent serves as the first level supervisor to the Directors of the following Divisions: Employee Relations/Learning and Development; HR Systems and Processing; Talent Acquisition.
Duties
As an Assistant Human Resources Officer (organizational title Deputy Chief People Officer), GS-0201-15, your typical work assignments may include the following:
Serves as a senior HR project/program manager responsible for the overall management, control, coordination, and execution of projects and programs to support overall EOP management decisions.
Evaluates HR policies and trends as well as staffing/hiring trends and recommends training, standardized procedures, etc., based on those observations.
Develops program milestone schedules and adjusts plans as needed for efficiency and effectiveness.
Provides functional leadership and advocacy for all assigned areas of responsibility.
Serves as a Contracting Officer Representative (COR) for applicable supported contracts, including those for staffing and technical tools.
Performs a full range of first and second level supervisory responsibilities.

- The agency requires 30 days on site before being eligible to participate in the telework program.
- Incumbent must be able to obtain and maintain Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level 1 in 3 months.
Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
You may qualify at the GS-15 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector which includes: 1-Supervising and managing human resource operations and personnel programs; 2-Developing and delivering oral and written communication to a wide variety of audiences; 3-Advising on related HR programs and policy guidance; 4-Fostering teamwork and communication to maintain productive relationships across an organization and with stakeholders; and 5-Managing, organizing, and prioritizing multiple and concurrent programs and projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
