You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the CONTRACTS DEPARTMENT of CARDEROCK DIV NS.
Salary Ranges per Location:
Chesapeake, VA $88,183 - $161,090 (Capped at GS-13 step 10 $136,323)
NSWC Carderock, Bethesda, MD $99,200 - $181,216 (Capped at GS-13 step 10 $153,354)
Philadelphia, PA $95,694 - $174,811 (Capped at GS-13 step 10 $147,934)
Duties
You will serve as the Facilities Contracting Branch Team Lead for acquisitions assigned to members of the incumbent’s team consisting of Senior Contract Specialist(s) and/or Contract Specialist(s).
You will provide acquisition guidance to Senior Contract Specialist(s), Contract Specialist(s), and/or customer(s), as well as review of contract packages.
You will provide innovative ideas to team members to resolve issues and conflicts from requisition to contract closeout.
You will serve as Contracting Officer specializing in Federal Acquisition Regulations Part 36 and 13 acquisitions.
You will have authority and responsibility for issuing solicitations, entering into and signing contracts, contract modifications, terminations, Determinations and Findings, Justifications and Approvals, Memorandums for File, and Business Clearances.
You will exercise sole responsibility for final negotiation of prices and evaluation of cost elements for all contracts within the scope of his/her authority as Contracting Officer.
You will develop procurement objectives for the program in terms of competition and price range, plans the contractual vehicle including the use of pricing arrangements, subcontracting policy, set-aside policies, and similar considerations.
You will resolve higher priority conflicts that arise, coordinates work assignments with other contract specialists, and interprets contracting policy that may not have established objectives.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NT-04 (GS-11/12 experience) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Contract Specialist analyzing contracting requirements to resolve issues and provide technical guidance on contract administration and Federal contract laws, regulations, and policies for a federal agency or command.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
