The primary purpose of this position is: To Serve as the principal advisor of the Director, DAF SAP Central Office (DAFSAPCO) on international SAP matters.
Duties
Serves as the principal advisor to the Director of the DAF SAP Central Office (DAFSAPCO) on international matters.
SAP Program Management; responsible for managing and coordinating a wide range of politically sensitive, confidential, and complex tasks involving international programs.
Provides SAP subject matter expert support in the analysis of options.
Reviews and evaluates SAP information from a wide variety of sources with varying clarity and validity to ensure compliance with SAP security policies and directives.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in SAP to perform duties/responsibilities of position.

- This position has been designated by the DAF as a Testing Designated Position (TDP) under the DAF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employee in sensitive positions presents a clear threat to the mission of the DAF, national security, and public safety.
- Employee must pass urinalyses screening for illegal drug use prior to appointment and periodically thereafter.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft at 25% or less of the time.
- The employee may be required to work overtime.
- Considerable knowledge and experience in physical and information security is highly desirable. Specific knowledge and experience with SAP and SCI security procedures is also highly desirable.
- This is a Security Cooperation position due to the nature of the position's duties and responsibilities. Requires incumbent attain DoD Security Cooperation Certification IAW National Defense Authorization Act 2017, Title 10 U.S.C., Sect. 384.
- Incumbent must maintain "good standing" in an appropriate Area of Concentration (AoC) and certification level as determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification per duties of position.

Selectee must meet the education and experience requirements for the designated Certification AoC and Certification Level within one year (Basic level) or two years (Intermediate-level, Advanced-level and Expert-level) from the Security Cooperation Workforce Development-Database entry date to become certified IAW DoD SC Workforce Certification requirements as outlined in the Implementation Guidelines for the DoD SC Workforce Certification Program signed by the Director, DSCA. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain DoD SC certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of Security cooperation professional development continuous learning every two-year period to maintain good standing in the DoD Security cooperation Workforce Certification Program.

QUALIFICATIONS:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: (1) Serving as the authoritative lead source of SAP physical, information, industrial, and personnel security program knowledge and expertise as it related to international programs; (2) Applying strategic knowledge and expertise of all facets of the DoD Security Programs' practices, procedures, and regulations are applicable to the performance of a full range of complex security management responsibilities; (3) Demonstrating comprehensive knowledge of the principles, policies, and practices of systems acquisition, program management and international affairs as they relate to the planning, organizing, and managing of critical segments of the development, production, and/or deployment of systems, subsystems, and equipment; (4) Implementing security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presences of adequate planning for information security and other controls.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of a wide range of applicable administrative laws, policies, regulations, and precedents. Expert ability to explain international affairs and policy positions while dealing with member of the DOD, congressional Committees, and key officials in other government agencies.
Extensive knowledge as it pertains to SAP security principles to includes knowledge of processes, procedures, forms, information, and requirements related to sensitive activities.
Knowledge of the international community, Join, DoD structure, organization and mission/functions, inter-relationships, and operations; ability to plan, organize, develop, and /or oversee studies or projects, and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial DAF resources, require extensive changes in established concepts and procedures, and/or may be in conflict with previous planning and programming actions.
Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirements assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
Ability to consistently provide competent, professional, and effective security guidance across a myriad of functional environments. Ability to maintain control of classified material, quickly assimilate separate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement and experience and present and /or justify a position effectively.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
