This position is located in Fraud Detection and National Security Directorate, Fraud Detection and National Security Division, District 11, FDNS Boston MA and FDNS Lawrence MA. As an Immigration Analyst (Fraud Detection National Security), you will gather, compile, and analyze data to identify suspected immigration fraud.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Utilizes USCIS data systems and other law enforcement and commercial databases to perform complex data entry, analysis and reporting. Collects and analyzes information through system checks, electronic inquiries, and contact with record owners. Performs or assists FDNS Immigration Officers and/or Intelligence Research Specialists in analysis activities, to include the development of databases, document preparation and report creation. Maintains direct contact with the law enforcement and intelligence communities and other entities, in order to obtain information surrounding a lookout system interest. Uses data to prepare briefing documents that clearly defines the issue, provides background information, identifies alternatives and recommends solutions that align to the mission and objective of the organization. Reviews applications and petitions with supporting documentation, in accordance with official policies and procedures, in conjunction with background check and anti-fraud missions. Consults watch list record holders and obtains information from law enforcement officers concerned with the integrity of national security and public safety investigations.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/10/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/10/2024. GS-07: You qualify at the GS-07 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-05 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Gathering and evaluating data from specific sources and compiling them for the use of higher graded analysts; Conducting preliminary analyses of background check data pertaining to individuals; Reviewing records and developing an assessment review to identify data inconsistencies and errors. OR You may substitute successful completion of one year of full-time graduate education for the experience required at the GS-7 level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR You may also substitute superior academic achievement for the experience required at the GS-7 level. You must have completed the requirements for a Bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing assistance to analysts in the gathering of data, preparing documentation and creating reports related to background checks; Researching and collecting information from databases to determine if information obtained is verifiable and the extent of derogatory information available for review; Interviewing database record holders and law enforcement officers to verify facts and obtain specific information; securing conviction records; and performing record searches. OR You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
