As a Building Management Specialist, you will provide advice and guidance on projects; coordinate, evaluate and inspect building management operational and custodial systems and activities. Additionally, you will assist with managing contract and lease administration on behalf of tenant agencies and GSA.
Location of position: Potomac Service Center, Washington, DC.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Assist Building Manager with building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA owned and leased buildings. Assist in the monitoring of occupant space, energy and water conservation, sustainability and environmental hazards programs, and fire and security protection. Monitor programs related to tenant safety and comfort. Review plans and specifications for projects. Participate on teams which evaluate and recommend materials and equipment related to HVAC, electrical, standby generators, lighting, fire protection systems, and vertical transportation systems.
Participate and assist in planning and developing operating budgets and Federal Buildings Fund procedures. Prepare annual budget estimates for maintenance, mechanical workloads, utility rate increases; develop overtime and additional services estimates; related equipment, pest control and waste systems; minor repair costs, and security support.
Gather information to assess customer satisfaction using data collection techniques such as tenant satisfaction and agency contact surveys/interviews, tenant meetings, service call logs, and focus groups to interpret, validate, and prioritize action plans to implement improvements.
As a Contracting Officer’s Representative, work in coordination with the Leased Contracting Officer (LCO) to perform preoccupancy and transition tasks including reviewing space requests, participating in design kickoff/acceptance meetings, preparing lessor transition and customer welcome packages, providing past performance information to the LCO for succeeding leases, performing space condition inspections, key collection for vacated space, and coordinating overtime utility services and payments.
As a customer service representative, develop and promote positive working relationships with customer agencies and client personnel, and maintain continuous liaison with building tenants and top management officials of customer agencies and facility tenants. With the approval of the Building Manager, exercises delegated authority to commit resources to improve and support customer satisfaction.

The GS-09 salary range starts at $68,405 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience assisting in managing office buildings or other office complexes including improving customer and client agency satisfaction with building services; assisting in negotiation of service contracts and lease provisions; assisting in the preparation of service contracts; assisting in development of maintenance programs; monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; and assisting with inspections of designated space or facilities.
