The primary purpose of this position is to provide a variety of services for the Logistics Readiness Squadron including, but not limited to manpower, personnel, labor relations, and organizational/functional alignments
Duties
Studies the structure and/or functions of organizations with interrelated work processes or functions to improve processes, maximize resources utilization.
Resolves substantive issues of moderate scope, and proposes new process flows, organizational structures, realignment of functions, solutions to space/supplies/equipment issues, and/or staffing levels. Identifies need for, or receives and evaluates, Authorization Change Request and Organizational Change Request for submission to Base Manpower.
Prepares detailed plans and performs work measurement, methods and procedures, manpower requirements utilization, benchmarking and/or time engineered studies for substantive work processes and functions that are interrelated to improve production.
Provides accurate information to managers and supervisors by maintaining an accurate and reliable internal database.
Participates in discussions, meetings or serves on panels or committees concerning Manpower issues.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing the necessary work associated with all personnel and manpower matters; assesses manpower status; preparing detailed plans and performs work measurement, methods and procedures and manpower requirements; effectively determines manpower requirements and capabilities; prepares and presents briefings to managers and section chiefs on study findings and recommendations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: EDUCATION: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Labor standards, controls and reporting procedures.
2. Knowledge of process improvement techniques and the ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems.
3. Knowledge of manpower standard development and requirements process.
4. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques.
5. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials to obtain information about organizational missions, functions, and work procedures.
6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
ORGANIZATIONAL GOALS OR OBJECTIVES: The organizational goals or objectives of this position are: To provide the organization with the services of a management analyst to perform the necessary work associated with all personnel and manpower matters for the Logistics Readiness Squadron and act as a liaison with the Civilian Personnel/Manpower office on such matters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
