The EXIM OIG is headed by an Inspector General who is appointed by the President of the United States with the advice and consent of the United States Senate. The Inspector General provides independent and objective reviews of EXIM Bank's operations. The Inspector General is required to keep both the Chairman and Congress fully and currently informed about the problems and deficiencies relating to the administration of EXIM Bank's programs and operations and the necessity for corrective action.

Duties

The incumbent serves as a Human Resources (HR) Specialist (Generalist), GS-0201-13 and reports to the Deputy Assistant Inspector General for Management (DAIG-M). The HR Specialist provides a variety of human resources management (HRM) services as well as consultation on the most effective alignment of HR systems to support strategic goals and objectives and produce the results that accomplish the agency mission. Management relies on this specialist to help them apply merit system principles to attracting, developing, managing, and retaining a high quality and diverse workforce. Employees rely on this specialist to provide information and assistance that sustain important features of the employer-employee relationship, such as employee benefits. These specialists provide products and services for a wide variety of employee categories that involve different systems with different statutory and regulatory authorities. The incumbent will assist the Human Resources Officer in providing the full range of human resources services to the OIG and operates as a generalist by providing a wide range of services. Specific duties include, but are not limited to: Provides effective advisory services to managers to ensure that the OIG organization, positions, and functions are structured efficiently and economically. Provides human resources advisory services including position classification and management. Takes position management and classification action on all OIG positions. Plans and manages recruitment and staffing strategies. Prepares vacancy announcements, assists managers with the development of appropriate evaluation criteria, identifies and targets appropriate sources of applicants, evaluates candidates for qualification, conducts interviews, briefs, and convenes merit promotion panels or rates and ranks candidates and makes formal offers of employment to selected candidates. Works in partnership with senior managers to develop strategic long-range performance management plans. Collaborates with senior managers to integrate performance management and development tools and strategies into the overall strategic objectives for the agency. Develops and conducts performance management training for employees and supervisory staff. Provides managers and employees with information on and interpretation of agency's award and recognition policies, procedures, and guidelines. Assists in providing counseling and advisory services to managers, supervisors, and employees on employee relations issues. Assists management in disciplinary and adverse actions (i.e., the preparation of letters of warning, reprimands, proposed letter of adverse action and decision letter to separate employee). Counsels troubled employees, referring them as necessary to the Employee Assistance Program staff. Assists in providing advisory services to managers and employees on the Employee Benefits Program that includes leave, health and life insurance, Thrift Savings Plan, retirement benefits (FERS and CSRS), pay and compensation, Incentive Awards, the Family and Medical Act, etc. Incumbent ensures that assistance on health and life insurance issues, performance management, leave, and pay matters are resolved at the earliest possible point. Incumbent may be required to provide retirement calculations, process retirement applications, and advise employees accordingly. Administers the Training Program. Has an excellent grasp of the fundamental technical concepts of the training/employment development function. Tracks agency expenditures for training. Surveys managers and employees on training needs. Based on review and analyses, secures appropriate individual and group training. Reviews and approves requests for training. Explains to nominating officials when requested training cannot be approved and recommends substitute training when available. Reviews and/or approves personnel actions. Provides advice to managers on actions that need to be processed (i.e., accessions; within-in grade increases and denial of within-grade increases; promotions; reassignments; separations; etc.). Provides advice on difficult and complex pay and leave issues and correctly analyzes, researches and sets pay that is complex, sensitive, and controversial for applicants and employees. Generates and analyzes a variety of special and/or recurrent human resources management reports including the annual OPM Federal Employee Viewpoint Survey, Drug-Free Workplace Report, Telecommuting Survey, payroll, FEORP, DVAAP, E2E, and other various reports requested by senior leaders.

Qualifications

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the federal service, or comparable experience not gained through federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience in: Advising managers and employees on position management and classification issues; Preparing vacancy announcements; assisting managers with the development of appropriate evaluation criteria; identifying and targeting appropriate sources of applicants; evaluating candidates for qualification; conducting interviews; briefing and convening merit promotion panels or rating and ranking candidates; and makings formal offers of employment to selected candidates; Working with senior managers to develop performance management plans.
