These positions are located in the Pacific Northwest, Region 6 with duty stations in Forest Service offices. The incumbent serves as point of contact in Incident Business Management functions relating to wildland fire and all hazard incidents. Duties

Duties listed below are at the full performance level. Seeks and tracks policy and guideline developments in incident business and related functions. Serves as an administrative representative between the forests and the Albuquerque Service Center, Incident Management Teams (IMT), Buying Teams, and Incident Business Advisors assigned to units within the zone. Provides advice to Line Officers and Fire Staff Officers on administrative issues including appropriation use, personnel/payroll, cost management, fire acquisition, fire claims, and compensation for injury. Provides program managers and unit staff with data and assistance in the development, preparation and revision of forest fire and fuels budget and budget related matters. Represents the forests and coordinates with federal, state, local government to resolve incident payments and billings. Prepares program-related correspondence, reports, and/or other written materials regarding Forest Service incident business and fire programs, policies, and/or operations.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Specialized Experience Requirement: For the GS-05 level: You must have three years of progressively responsible experience, 1 year of which was equivalent to at least the GS-4 grade level. Examples of experience include experience that may have been gained in administrative, professional, technical, investigative, or other responsible work and demonstrated the ability to: analyze problems to identify significant factors, gather pertinent data, and recognize solutions, plan and organize work, and communicate effectively orally and in writing. OR A bachelor's degree or 4 years of successfully completed education above high school leading to a bachelor's degree. OR Appropriate combinations of successfully completed post-high school education and experience. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-7: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted higher graded employees and staff members in preparing fire related agreements consistent with incident (such as wildland fire, hurricane/flood/earthquake recovery) business management policies and guidelines, Updated local incident business guidelines based on direction from a higher graded employee, Under close supervision, helped to resolve incidents payments and billings. OR One full year of graduate level education (at least 18 semester hours). Graduate level education must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as: contracting, financial management, business administration or other closely related field. OR Superior Academic Achievement (S.A.A). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership, (go to this site to determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). OR An appropriate combination of graduate level education and specialized experience as described above. For the GS-9: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted in preparing, reviewing, and executing fire-related agreements consistent with incident (such as wildland fire, hurricane/flood/earthquake recovery) business management policies and guidelines, Assisted with providing guidance regarding incident business management policies and guidelines to fire managers. Assisted with coordinating with other partners such as federal, state, local government or equivalent to resolve incident payments and billings. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Examples of qualifying education includes degree programs in contracting, financial management, business administration or other closely related field. OR An appropriate combination of specialized experience and education as described above (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. (GS 7/9 ONLY) TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
