You will serve as a HR Specialist (Classification/Recruitment & Placement) in the Marine Corp Logistics Base of MARINE CORPS LOGISTICS BASE.
Duties
You will advise management on a wide variety of technical issues involving the organization’s classification / recruitment and placement programs.
You will conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualification rating factors.
You will perform external recruitment by developing multiple recruitment strategies utilizing such sources as veteran’s readjustment, student employment experience program, reinstatement, and direct-hire appointment authorities.
You will advise management on setting and adjusting pay for new and continuing employees, recruitment and retention flexibilities, pay limitations, allowances, grade and pay retention.
You will advise managers/supervisors in developing position descriptions.
You will provide management with advisory services including defining issues, determining applicable precedents, laws, or regulations, identifying the most effective approach and validating the correctness of all recruitment and placement actions.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of employment practices, recruitment methods, classification, policies and regulatory guidance; Fundamental capability to research, interpret and advise, on laws, regulations, principles and practices; Skilled in utilizing automated systems to access, transmit, retrieve and manipulate data; and in planning and organizing work to effectively track assignments and support office workflow; Assist or work independently with classification, recruitment and staffing matters.
GS-07:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Basic knowledge and ability to interpret, analyze and evaluate regulations, principles, and practices; Experience utilizing automated systems to access, transmit, retrieve and manipulate data; and in planning and organizing work to effectively track assignments and support office work-flow; Assist with briefings, and customer related inquires.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-9
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-7
1 full year of graduate level education
or
superior academic achievement
