Duties

Supervises a staff of Acquisition Specialists with responsibility for planning, organizing, coordinating, directing, and integrating their work. Communicates and coordinates effectively with other areas, both internal and external to the Government, to resolve issues/ concerns and ensure that Purchase Requests (PRs) are awarded in a timely manner. Performs full range of actions including: acquisition planning, solicitation, evaluation and cost and price analyses, negotiations, contract administration, and contract award. Performs Pre- and Post- Award Acquisition functions relating to more complex, higher dollar value procurements that are unusual, unique, non-routine or otherwise difficult to accomplish, including processing purchase request solicitations and purchase orders, exercising options, and preparing any documents necessary to facilitate the maintenance of long term contracts and the award of purchase orders and contracts. Performs evaluation of offers, comparative price analysis for reasonableness, and recommends award of contracts. Performs market research, identifies potential vendors, and creates the solicitation package.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement and Contracting Officer Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Performing pre/-award actions such as: acquisition planning to include market research, identifying potential vendors, solicitation, evaluation and cost and price analyses, negotiations, and contract award, to include the establishment of long term contracts. Procuring supplies using resources such as: the Federal Acquisition Regulation (FAR), Department of Defense (DoD), Agency supplements to the FAR, and local regulations and procedures. Evaluating contract price proposals. Mentoring other specialists on full range of Pre/Post-award actions. Procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures. Researching, interpreting, and using of the legislation, regulations, and methods used in contracting, business and industry practices, sources of supply, cost factor and requirements characteristics. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
