The Modeling & Simulation Branch is responsible for enabling acquisition decision makers by modeling the NC3 weapon system baseline, developing RF communication network simulations, and visualizing potential future technology use-cases in support of lead command analyses efforts. As an engineer in the branch, your primary responsibility will be to lead the strategic transformation to Model-Based Systems Engineering (MBSE) and Digital Engineering (DE) across the Nuclear C3 Integration Directorate. You will be directly enabling rapid NC3 modernization capable of outpacing adversary threats and adopting technological advancements through an enduring digital ecosystem that drives quality informed decision making. Provide strategic vision required to influence effective digital transformation via the established digital toolchain and support system of systems engineering, configuration management, architecture development, advanced technology concepts, product support, risk management and weapon system assessments. DUTIES: Oversee model development and simulation/visualization/trade space activities to ensure organizational objectives are being met. Develop, prioritize, communicate, and advise on strategic vision for MBSE gap analysis support with multi-functional government and contractor teams. As Agile Product Owner for modeling and simulation, lead sprint planning and review, manage team assignments for 2-week sprints, evaluate work products, and present results. Provide engineering guidance regarding the use of authoritative data in developing weapon system models through regular engagements with internal and external stakeholders and other digital transformation communities of interest. SKILLS: Experience with agile methodologies, MBSE tools (i.e., Cameo EA, SparX EA, AFSIM, UCV, Teamcenter, JIRA, Confluence, etc.), trade space analysis, Software Development, Security and Operations (DevSecOps), and integrated application in support of system of systems engineering and enterprise activities. Working knowledge of modeling and simulation and how it brings value to MBSE/DE transformation activities across a large organization. Familiarization of systems engineering (and system of systems) processes, including requirements management, configuration management, risk management, product support, weapon system assessments, cyber security, etc. Familiarization with data analytic capabilities via the development and use models and simulation, and an authoritative data repository/knowledge management system. Familiarization with open source software development and integration of external systems into an authoritative data repository using a modular open system approach. Strong leadership and both oral and written communication skills are highly desired Candidates must also have a strong technical background and be able to grasp challenging technical concepts and provide solutions when needed. Knowledge of the DoD and Air Force's digital transformation strategy and directives is desired. A professional engineering degree at the bachelor's level from an ABET accredited institution is highly desired. At least 3 years experience working in a technical and related field is preferred.

  • Must have or be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) Clearance.
  • Will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within required timeframe after appointment.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • This may position may require travel.

Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems. Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
