This position is located with the Bureau of Indian Affairs, BIA Central Office in Washington, District of Columbia.
NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Position is Remote Eligible; however, final determination of the Duty Station/Location will be made by Management. If reporting to an office location, telework may be eligible as determined by management.
Duties
Provide counsel and support to the BIA Director, Chief of Staff, and Senior Managers, independently evaluating the communication needs of the organization.
Coordinate the most complex and highly visible public affairs activities and special projects designed to achieve a coordinated and consistent message and effective exchange of information with all stakeholders, the media, and the public.
Develop proactive and reactive communication plans to disseminate information about frequently controversial or complicated programs that may be of national significance.
Correct misperceptions and enhance public understanding of BIA policies and actions.
Advises management about citizen, interest group, and elected official positions, actions, and opportunities to deliver key messages, as well as the various audiences' potential reaction to organizational policies and programs.
Measures public reaction and conveys those reactions back to the BIA or other senior executive service leaders, along with strategic recommendations for communication responses.
Prepare and oversee the development of media relations campaigns to include message development, branding activities, press inquiries, news conferences, radio interview, tours, etc.
Serves as subject matter expert in necessary and recommended media relations training for BIA staff to include media product development.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1035).
GS-14: I have at least one year of full-time specialized experience or the equivalent, comparable to at least the GS-13 in the Federal Service (obtained in either the public or private sector). Specialized experience in using a variety (more than three sites or apps) of social media (e.g., Twitter, Facebook, YouTube, LinkedIn, Snap Chat, etc.) to disseminate information; writing articles on current events that were published at a local, regional, and/or national level; advising executives or top leaders on matters of a public affairs nature, controversial issues, or the creation and dissemination of information; preparing, implementing, or measuring communications policies, procedures, plans or strategies for an organization.; analyzing the organization programs and/or developing recommendations to achieve program goals.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled.
