This position is within the Bureau for Humanitarian Assistance (BHA), Office of Asia, Latin America, and Caribbean (ALAC) at the U.S. Agency for International Development (USAID).
BHA provides global leadership and a strategic approach in humanitarian response, promoting human welfare, alleviating suffering, and providing the foundations for transformative change and self-reliance serving both national foreign policy interests and people in need of humanitarian assistance.
Duties
Lead the team in identifying, distributing, and balancing workload and tasks among employees to ensure timely accomplishment of assigned team tasks; represent the team consensus and convey the team’s findings and recommendations.
Advises BHA, Agency and Interagency leadership, and other donors on new developments and effective approaches to humanitarian assistance; articulates the benefits of interventions to effectively reach specific target audiences.
Provides technical liaison with other USG Agencies, Congress, donors, multilateral banks, and PVOs to coordinate their efforts with USAID programs, policies, and approaches to humanitarian assistance.
Responsible for the development of strategies, plans, program guidance, and dissemination of research results for Agency-wide application and incorporation into humanitarian assistance programs.
Maintains liaison with sources of information inside and outside BHA to assess and review new or unusual circumstances, variations in approach and incomplete or conflicting information.
Requirements

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications
Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
Initiating and leading international, interdisciplinary, and interagency groups within and outside the US in programs, policies and strategies impacting key international humanitarian priorities;
Leading the coordination, operations, and programming roles of a civilian-based international humanitarian response for an organization;
Experience in the international civilian humanitarian assistance architecture, operations, programs, policies, regulations, and inter-relationships among the USG, donors, and other international organizations.
Directing a major programmatic component of an international civilian-based humanitarian assistance organization.

Selective Placement Factor:Your resume must demonstrate advanced experience in leading international humanitarian disaster responses and overseeing humanitarian programming for a civilian-based humanitarian assistance organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
