This position is primarily located at the VA Medical Center in Montrose, New York as the manager of the Transportation program. As a duel campus facility the Transportation Manager will need to be present at both campuses approximately 40% of the time.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Supervisory Transportation Specialist is responsible for overseeing and inspecting the work of all employees of the Section for compliance with specifications and ensuring that proper procedures, safety and other regulations are being followed. Major duties include: Functions as the 'Fleet Card Official' responsible for the day-to-day operations of the motor vehicle fleet, a diverse fleet in excess of approximately 140 vehicles including a variety of special purpose vehicles; Adjusts work operations and schedules to meet emergency or changing programs on vehicle related requirements within available resources and with minimum sacrifice of quality and quantity of service provided; Ensures proper maintenance records are kept on all vehicles and equipment in order for all maintenance to be completed timely; Coordinates all maintenance requirements to ensure that the station is never under equipped with vehicles; Maintains a safe and fully utilized fleet of vehicles; Plans and coordinates proper usage and vehicle rotation of the fleet per appropriate regulations; Authorizes purchases and ensures statements are reconciled and processed timely; Recommends card limits (single purchase, monthly, quantity of transactions, etc.) in conjunction with the program coordinator, the billing officer and the head of the contracting activity; Monitors use of the government fleet cards by the vehicle operators; Supports emergency relief operations in case of weather related emergencies, public health disasters, and catastrophes in the area by arranging for the timely transport of emergency personnel, critical equipment, or urgently needed supplies affects the adequacy of patient care; and Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a 52 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Qualifications: Specialized Experience: One 1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills and abilities necessary to perform the duties of a Supervisory Transportation Specialist GS-11. Specialized experience includes: managing a transportation program and the services it provides; coordinating patient transports/transfers; planning and directing administrative activities within a transportation system; managing a program budget; overseeing transportation related contracts; analyzing program activities and making recommendations for performance improvements related to transportation services; establishing and planning work priorities and deadlines; and providing technical and administrative supervision, instruction, and counsel to unit employees. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, SUBSTITUTION OF EDUCATION: Three (3) full years of progressively higher level graduate education, or doctoral degree (Ph.D. or equivalent), or LL.M. with a major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. This education must have been obtained at an accredited college or university. NOTE: You must submit a copy of your transcript with your application. Education cannot be credited without documentation. OR, COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed higher level graduate education and specialized experience, as described, may be used to meet the total qualification requirements. NOTE: Your experience must be documented in your resume and transcripts are required. AND This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to- and essential for- satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: "Possession of a valid, state-issued driver's license." Your licensure must be clearly documented within your application materials. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
