This position is located in the Engineering Service at the VA Hudson Valley Health Care System in New York - Montrose. This position requires the incumbent to possess and maintain a clean at minimum a New York Class D state issued driver's license.
Duties
The Supervisory Mobility Transportation Specialist - The incumbent will furnish leadership, instructions, and supervision to subordinate employees assigned to the Transportation Section of Engineering Service at the VA Hudson Valley Health Care (VA HVHCS) Montrose and Castle Point Campuses. Incumbent is responsible for overseeing and inspecting the work of all employees of the Section for compliance with specifications and ensuring that proper procedures, safety and other regulations are being followed.
Major duties include but are not limited to:
The incumbent will adjust work operations and schedules to meet emergency or changing programs on vehicle related requirements within available resources and with minimum sacrifice of quality and quantity of service provided.
Incumbent trains employees and volunteers and others in the safe operation of tools, equipment, and vehicles associated with shop functions as required Incumbent ensures staff maintain proper safety precautions as prescribed by the appropriate training.
Incumbent will be required to develop detailed programs for the service such as: required training, maintenance, fleet rotation, turn in, acquiring additional vehicles as required, storage and maintenance of the equipment and its usage.
Attends all appropriate training as directed for the Fleet Training program.
The Fleet Card Approving Official is accountable for meeting the standards for documentation, reconciliation, and approval of the fleet card as set forth by VA Directive 4090, Government Fleet Card Policy and oversight of Fleet Manager operations; including inventory of vehicles, accessory equipment,
operating equipment, tools and petroleum supplies located within the facilities.
Ensures federal, VA, and local acquisition regulations are followed.
The incumbent will ensure all DOT, VA, EPA, OSHA and TJC regulations are followed in transport of passengers and freight and all activities requiring the use of the above mentioned vehicles.
As Approving Official, the Incumbent is responsible for; authorizing purchases and ensures statements are reconciled and processed timely.
Recommend card limits (single purchase, monthly, quantity of transactions, etc.) in conjunction with the program coordinator, the billing officer and the head of the contracting activity.
Reviews and certifies all purchases are legitimate expenditures within the time frame allotted. The incumbent ensures improper billing is disputed timely.
Certifies all procurements is legal and proper and that all items are received. Certifies all transactions made and applicable documentation is maintained.
Certify all reconciled statements and forward corrections to the billing officer immediately.
Billing statement reconciliations and certifications must be performed in a timely manner; all fleet transactions should be reconciled in a timely manner
Performs other related duties as assigned.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing and inspecting the work of all employees of the Section for compliance with specifications and ensuring that proper procedures, safety and other regulations are being followed. Adjusting work operations and schedules to meet emergency or changing programs on vehicle related
requirements within available resources and with minimum sacrifice of quality and quantity of service provided. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and successfully completed graduate level education beyond the second year. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
