Duties

The CDC utilizes Direct/Expedited Hire Authorities to fill vacancies in a variety of occupations. This vacancy is a REPOSITORY of applications. Duties and responsibilities vary and may increase according to the grade level of the position. Applications may be periodically referred to hiring managers both during the open period and after the closing date. Because of the large number of applications anticipated, applicants' status will not be updated. This public notice will be used to fill Public Notice for Expedited Hire (College Graduate) - Audiovisual Specialist, GS-1071 positions at the GS-09 and GS-11 grade levels. Duties may include but are not limited to: Planning, determining the feasibility of productions, organizing, and executing the production of television and audio programming (e.g., broadcast news, educational and/or informational training videos). Using mass communication theories, industry standards and practice, and specific programmatic objectives, developing concepts and/or providing consultation regarding scripts for a variety of complex broadcast (video and audio) requirements such as long format training and/or educational and informational live and pre-recorded programs, and audio files, public service announcements. Editing television programs in post-production using manual and computer editing equipment. Coordinating and implementing all video graphic aspects of preproduction, production and postproduction utilizing single or multi-camera productions. Reviewing completed work for conformance to standards and quality both independently and with branch management before reviewing with client.

Degree Requirements: This appointment will be made under the noncompetitive College Graduate hiring authority. To be eligible an applicant must have received a bachelor's or advanced degree within 2 years of applying for employment under this authority. Note: For applicants who have completed a degree and served at least 4 years in the uniformed services, the 2-year eligibility period begins on the date of the applicant's discharge or release from the uniformed service. AND Minimum Qualifications: GS-09: To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include the following experience: utilizing studio and location lighting, sound recording, and equipment used in ENG (Electronic News Gathering) and electronic field productions. OR Have a Master's or equivalent graduate degree in photography, radio or television production, motion picture production, or other fields related to the position -- OR -- 2 full academic years of progressively higher-level graduate education leading to such a degree -- OR -- LL.B. or J.D., if related, from an accredited college or university. OR Have a combination of post-secondary education and specialized experience that together meets 100% of the qualification requirement for this position. GS-11: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: writing, producing, and editing television and audio programs; operating technical production and post-production equipment. OR Have a Ph.D. or equivalent doctoral degree in photography, radio or television production, motion picture production, or other fields related to the position -- OR -- 3 full years of progressively higher-level graduate education leading to such a degree -- OR -- LL.M., if related, from an accredited college or university. OR Have a combination of post-secondary education and specialized experience that together meets 100% of the qualification requirement for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
