Duties
As a Producer you will:
Implement and manage overall broadcast production workflow, standards, practices and consistent visual treatment for both in-house and contracted audiovisual productions (television and audio).
Serve as coordinating producer ensuring work products generated are consistent in look, feel and quality.
Propose the visual "treatment" of the subject, i.e., set design and nature of visual sequences in relation to the recorded narrative that will accompany them from scripts developed with and/or provided by the clients.
Estimate costs, time, and staff needed for the production (including postproduction).
Participate with clients in selecting staff (actors, narrators) and plans for production crew, equipment, and locations used for production.
Write, supervise and/or consult on script development and approval, working in concert with subject matter experts and policymakers to ensure accuracy of data and or information.
Plan and ensure timely execution production schedule and budget to accomplish professional quality results with cost effective operations and in accordance with agency policy guidelines.
Ensure that programming developed for agency-wide initiatives (e.g., HHS-TV or pandemic flu) can be re-purposed for other uses (e.g., web or podcast).
Qualifications
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: planning and organizing production of television programs; create and manage content and segment production.
Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
