Duties
The primary purpose of this position is: To serve as the Operational Energy Program Analyst to manage and perform climate impact, maintenance, and logistical analysis and integrate Air Force Operational Energy strategy into Air Force long-range, strategic planning initiatives to include climate impacts, within the Office of the Deputy Assistant Secretary of the Air Force (Operational Energy) (SAF/IEI).
Serves as the Operational Energy Program Analyst to integrate Air Force energy Strategy into Air Force long- range strategic planning initiatives
Supports framework development and ancillary studies and business case assessments to support funding of an Operational Energy Savings Account
Provides budget oversight and develops requirements to include Program Objective Memorandum (POM) submission, annual authorizations, and budget execution
Attends meetings, seminars, and workshops to remain proficient on developments within the climate and energy field

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions, Management And Program Analysis series 0343
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes as it relates to aviation operations, climate and energy; and knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment, and similar operations planning efforts in the area of aviation operations and energy; knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of advanced management and organizational principles and practices relative to climate mitigation efforts, maintenance practices, strategic planning, acquisition and management processes in support of long-range planning efforts. Knowledge of Air Force functional relationships on the Air Staff as well as organizational relationships within OSD and Joint Staff.
Knowledge of management concepts, policies, practices, and business processes and the skill in using those concepts, policies, and business processes etc., to accomplish complex work assignments, advancements and changes at the installation, Major Command (MAJCOM) and Headquarters Air Force levels.
Knowledge of management concepts, policies, and practices in aviation operations in both peacetime and contingency environments for joint and coalition operations. Experience in Air Force aviation operations is desirable. Knowledge of climate impacts and drivers for aviation operations. Experience in energy/climate mitigation concepts, policies, and practices as related to aviation operations to enhance effectiveness of Air Force aircraft.
Skill in collaborative problem solving and understanding the complex organizational and business process relationships to respond to high level authorities. Skill in conducting outreach and partnership activities.
Skill in written and oral communications to include writing, coordinating, publishing and presenting policy, directives and guidance and responding to inquiries from the Executive (OMB) and Legislative (GAO, Questions for the Record, Testimony) branches of government as well as the DoD Inspector General, OSD, Joint Staff, COCOMs, Defense Agencies,' and the interagency.
Ability to lead and conduct oversight and advocate for requirements in the Air Force corporate process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
