About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command - 106th Signal Brigade in Miami, Florida.
Duties
Prepares personnel accounting and strength management reports and data.
Conducts initial orientation by providing brochures such as health and life insurance, and briefly explaining retirement provisions, Thrift Savings Plan (TSP), hours of work, leave accrual, health and life insurance options, and local facilities.
Performs, provides, obtains, and advises on a variety of management services essential to the direction and efficient operation of the organization.
Composes various forms of letters, endorsements, memoranda, standard operating procedures, award nominations, and situation reports (SITREPS) on own initiative or as requested by the organization's leaders.
Oversees the development, implementation, and maintenance of the organization's SharePoint sites.
Serves as Defense Travel System (DTS) routing/authorizing official, considered a travel authorizer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three-year trial/probationary period may be required.
- Incumbent of this position must possess or be able to obtain and maintain a SECRET security clearance eligibility.
- Incumbent of this position must be willing and able to travel on temporary duty (TDY) of up to 10% of the time.
- Incumbent of this position is required to complete the Defense Travel System (DTS) Certifying Officer Legislation (COL) course annually.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) assisting with various civilian personnel functions, such as personnel actions, submission of evaluations and awards, and providing knowledge of retirement provisions, Thrift Savings Plan (TSP), and other benefits; (2) planning and coordinating of special events and activities; (3) overseeing the development and maintenance of organizational collaboration platforms such as SharePoint and Microsoft Teams to ensure knowledge sharing and information workflow; (4) maintaining employee time and attendance records to ensure accurate data input and proper distribution of employee pay.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
