You will serve as a PAC HOMELAND SECTION LEADER in the JPMO-PROGRAM EXECUTION BRANCH of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. **MAXI-FLEX SCHEDULING MAY BE OFFERED**

Duties

You will distribute and balance workload among assigned employees. You will serve as the functional manager and principal lead within this Pacific Deterrence Initiative (PDI) area of responsibility. You will identify and resolve highly complex issues and problems in the areas of architecture, engineering, master planning, systems integration, and scheduling. You will oversee the execution and priorities of work within the command and other design and construction agents in support of the PDI program.

  • You will be required to obtain and maintain a current PROFESSIONAL ENGINEER'S license or ARCHITECT registration.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and following an execution schedule of a product or service by a specified timeline; 2) Coordinating with construction managers and on-site project managers in project countries; 3) Evaluating process improvement initiatives to increase the productivity or quality of a project; 4) Rendering expert technical recommendations or solutions for project issues.
