Joining the Secret Service, Office of Training, James J Rowley Training Center will allow you to support the acquisition, maintenance, distribution, and disposal of the agency's inventory of personal and accountable property. Duties

The selectee will serve as a Property Management Specialist in the James J. Rowley Training Center. Typical work assignments include: Monitoring the progress of procurement actions, as well as reviewing and analyzing data to determine the status of on-going programs. Developing, maintaining, and evaluating systems for property identification and classification, inventory, utilization, and disposal. Identifying system deficiencies and providing recommendations for corrective actions. Reviewing contract files, initiating contact with customers to obtain supporting documentation, verifying requirements with the contracting office, and assisting in the finalizing of technical documentation. Tracking purchase requests to ensure the accuracy of specifications, funding, and appropriateness of justification, as well as compliance with purchasing procedures.

Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below Minimum Qualifications: You qualify for the GS-07 level (starting salary $55,924.00) if you possess one of the following: GS-07: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Utilizing automated systems to track and maintain data related to program resources; Supporting senior specialists in the coordination of property management operations (e.g., scheduling maintenance, disposing of surplus inventory, preparing documentation); and Compiling information for use in reports of inventory and/or property management program operations. OR You have a bachelor's degree from an accredited college or university, AND meet one of the following provisions of Superior Academic Achievement: 1) Maintained a grade-point average of "B" (a GPA of 3.0 or higher) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; 2) Maintained a grade-point average "B+" (a GPA of 3.5 or higher) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) Rank in the upper one-third of your class in the college, university, or major subdivision; 4) Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPA's are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. OR You have one full year of graduate level study, in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. OR You have combination of some specialized experience, but less than one year; and you have some graduate education but less than one year as described in the paragraph above. However, you have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Minimum Qualifications: You qualify for the GS-09 level (starting salary $55,924.00) if you possess one of the following: GS-09: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Applying knowledge of property and/or resource management to contribute to the evaluation of program operations; Delivering reports or presentations to communicate findings and/or recommendations to key stakeholders; and Assisting senior specialists in the completion of property management tasks (e.g., planning and tracking work, monitoring operations, procurement of resources, cost and budget analyses). OR Successful completion of a Master's or equivalent graduate degree; or two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work. OR Have a combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This work requires some physical demands, which may include some long periods of standing, frequent lifting, moving, and carrying of moderately heavy objects, and walking over rough and uneven surfaces in warehouses. Work is performed in an office and warehouse environment for inventory accountability. Work within the warehouse has some safety risks and environmental discomfort and may require the incumbent to take special safety precautions.
