Duties

Serve as a Supervisory Branch Chief within Ground Vehicle Robotics (GVR) providing leadership, oversight, engineering and programmatic support. Conduct programmatic analysis of assigned projects taking proactive measures to keep projects within cost, schedule, and performance targets. Represent the work unit and Ground Vehicle Systems Center (GVSC) at meetings with representatives from internal and external government agencies. Assign work to subordinates based on priorities, difficulty of assignments, and capabilities of employees. Develop employee performance standards and prepare performance evaluations. Serve as a senior engineer or program manager within Ground Vehicle Systems Center (GVSC) with a comprehensive technical knowledge of robotics and autonomous systems and software methodologies. Conduct, monitor, direct, coordinate, and perform research, design, development, and engineering activities on assigned technology areas related to robotic and autonomous systems with internal and external agencies. Identify state of the art commercial engineering methodologies and apply them to the respective programs and projects within Ground Vehicle Robotics Participate with technical teams in developing software/project plans. Participate in working group meetings and IPT meetings, to provide technical expertise and recommend solutions to address any issues that arise. Assist in writing and preparing the Scopes of Work (SOW) and technical requirements for Ground Vehicle Robotics solicitation, source selection, programs of records, etc. Demonstrate technical knowledge of project management, understanding of overall program schedules, and systems engineering. Develop infrastructure development plans and evaluate DevSecOps lifecycle to support agile software development processes as applicable per program guidelines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a SECRET security clearance.
  • This position may require up to 20% of temporary duty (TDY) business travel.
  • This position is a TERM position not to exceed six (6) years. This TERM position may be extended to a maximum of six year increments. This position may be terminated or converted to permanent without further competition, at management discretion.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DODI 5000.66 requirements applicable to the duties of the position.
  • Practitioner Career Certification must be met within 60 months (5 years) of employment.
  • This is a Critical Acquisition Position. Unless specifically waived, selectee must be able to meet the qualifications of CAP Position at the time of permanent selection for the position or have been granted a waiver.
  • Science and Technology Reinvention Laboratory (STRL) positions require an initial trial/probationary period of three years.
  • A one-year supervisory probationary period is required in accordance with Lab Demo policy.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement for Engineering (0801 Series): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You MUST submit a copy of your transcripts. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4.Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify at the DB-03, CAT II (equivalent GS 12-GS 14 grade level): Your resume must clearly describe at least one year of specialized experience equivalent to the DB-02, (higher-end of the Pay Band equivalent to GS-11 level) in the Federal service which includes: (1) Collaborating and building strategic relationships with teams, stakeholders, and leadership across multiple organizations within and outside of Ground Vehicle Systems Center (GVSC); (2) Planning, managing and executing budgets; (3) Identifying potential issues and collaborating to create solutions and; (4) Demonstrated experience in military combat and tactical vehicles.
