About the Position: This position serves as the IT Specialist (Network) within the Information Management Division (IMD) Naval Hospital Jacksonville (NHJAX) in Jacksonville, FL. Core hours for the position are 0730 - 1600. Typical office setting, the work is sedentary along with some walking and standing. This is a Direct Hire Solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB)

Duties

Executes procedures and coordinate corrective action to optimize network performance. Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods. Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels. Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload. Documents and tracks changes to configuration, protocol and user/system files. Uses remote management software tools to maintain and update configuration, protocol and user/system files. Evaluates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems. Coordinates the development and implementation of configuration management plans for complex LANs and WANs.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
• Call back and emergency duty are regular requirements of this position.
• Cisco Certified Network Associate (CCNA) and COMPTIA Security+ (CCNA) or equivalent certifications defined in DoD 8570-01-M or equivalent alternative training/Testing as approved by DoD authority must be obtained within 6 months of employment.
• This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
• Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
• IA Certification - 441 Basic required within 6 months of emplyment.

Specialized and Other Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes working with network operations to evaluate and/or remedy identified or potential systems administration and/or compliance issues; developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. OR EDUCATION: You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. OR equivalent doctoral degree in computer science, information science, information systems management, mathematics, statistics, operations research, engineering or technology management; OR equivalent doctoral degree in one or more of the fields identified above that provided a minimum of 24 semester hours in the development or adaptation of applications, systems or networks. OR COMBINATION OF EXPERIENCE AND EDUCATION At least 1 year of combined graduate education and experience as defined in paragraphs above.
