About the Position: This position serves as the IT Specialist (System Administartion) within the Information Management Division (IMD) Naval Hospital Jacksonville (NHJAX) in Jacksonville, FL.
This is a Direct Hire Solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB)
Duties
Serves as a Project Manager implementing and updating new/existing clinical applications and systems.
Coordinates with functional points of contact, all installation, training, patching, updating in support of the medical/clinical applications and systems.
Monitors and checks the system, queues, export directory for errors, investigate and resolve as required.
Corrects program halts, system failures, equipment failures, and gather diagnostic data of said issues.
Creates new operating system accounts for Support Center, Military Health System (MHS) and site staff.
Maintains systems security, to prevent corruption of data.
Identifies the cause of system failures and initiates corrective actions.
Monitor and test system performance and provide performance statistics and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a non-critical sensitive IT-II position requiring the incumbent to obtain a favorable ANACI (Access National Agency Check with Inquiries) investigation for continued assignments to non-critical sensitive positions.
- The incumbent may be required to work overtime.
- The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This position is designated as an adverse weather position. The incumbent may be required to remain on duty or report for duty during severe weather or other installation closings.
- Call back and emergency duty are regular requirements of this position.
- CompTIA Security+ or equivalent certification for IA Technical Level II (DOD 8570.01-M) is required.
- This position may require the incumbent to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.

Specialized and Other Experience: One year of specialized experience which includes performing any of the following: Applying knowledge of the daily operation of the IT system to provide recommendations for improvement in the IT system operation; Applying knowledge of system analysis to recognize hardware and software interrelationship with new equipment configuration acceptance testing and implementation of contractor system technology; Using networking hardware, campus area networks, operating systems, data base management systems, automated software tools, and test methodologies, to effectively evaluate and implement information systems, and to advise team members on techniques to increase timely and effective system implementations; and/or Developing local guidelines, standard operating procedures, bulletins and flyers concerning the operation, use of IT system, network systems, services, and activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
