The position is located in the Bureau of Global Public Affairs, Deputy Assistant Secretary for Strategy, Outreach and Events, Office of Public Liaison (GPA/SOE/PL). In this position you will serve as a Senior Public Affairs Specialist responsible for planning public affairs and outreach activities that promote the understanding of U.S. foreign policy.
Duties
Plan, design and develop strategic long-range communication and outreach activities to explain U.S. policy and meet the specific needs of targeted audiences.
Leads in planning and organizing conferences, meetings, and briefings to provide representatives of domestic public organizations with the opportunity to engage in dialogue with senior foreign policy officials.
Represents the Bureau and Department at conferences and meetings to identify foreign policy issues of public concern, develop speaking opportunities for Department representatives and seek new organizational contacts.
Responsible for developing briefing memos, building blocks and scenarios for speaking engagements ensuring accuracy, completeness, effectiveness, and relevance to the specific topic and theme.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience planning conferences and meetings to brief high-ranking officials.
Experience promoting awareness of foreign policy through media sources.
Experience acting as a liaison or conduit to facilitate information flow.
There is no substitute of education for specialized experience for the GS-13 position.
