The position is located in the Office of Research and Development (ORD). The Director of Central Policy and Regulatory will report directly to the Deputy CRADO for Enterprise Protections, Regulatory Outreach, and Systems (DCRADO-EPROS). The incumbent serves as the leader to advocate for the personnel, resources, and training to support a customer focused environment that delivers on the unit's mission to ensure the protection of the research staff, and human participants in conducted research.
Duties
Major Duties and Responsibilities
Regulatory Policy and Program Oversight - Supports the protection of human participants and promotes compliance with data privacy laws and regulations through policy and education and the effective conduct of IRBs, Research and Development committees, and research regulatory committees supporting VA research for human and basic lab projects. Supports the Chief Veterinary Medical Officer by providing consultation on policy processes for their unit's development of national policy.
Federal Policy Coordination - Responsible to coordinate with other federal agency partners (e.g., Office of Human Research Protections, Food and Drug Administration) on the development and implementation of research policy. Responsible to coordinate policy implementation within the Administration with key stakeholders including but not limited to Office of Research Oversight, Pharmacy Benefits Management, 10BRAP, Office of General Counsel, Technology Transfer Office, Privacy, OIT - Office of Research Reviews.
Consultation on Research Process - Serves as the final authority on research policy questions and lends policy and regulatory consultative services where needed at a research protocol level, VHA medical facility level, VISN level, or at a National Program Office. Addresses research process concerns as related to policy implementation and advises on quality assurance and quality improvement as it relates to research protections and regulatory compliance.
Supervisor - The Director of Central Policy and Regulatory supervises and directs the activities in the Office of Central Policy and Regulatory within the Enterprise Protections, Regulatory Outreach, and Systems (EPROS) Unit. The position makes general and specific work assignments, evaluates the work performance of staff, and assures that production and accuracy requirements are satisfied for subordinate staff and contractors. The position completes annual performance evaluations and approves leave for subordinates. The Director of Central Policy and Regulatory will also be responsible for the engagement of staff, including providing mentoring and offering appropriate learning opportunities and professional development activities. The position hears and resolves staff complaints, carries out appropriate disciplinary and performance improvement measures, and identifies and implements opportunities for improvement in work group effectiveness and efficiency.

SLRP: Authorized. Eligible for the Student Loan Repayment Program (SLRP). Repayment is limited to $10,000 annually, up to $100,000 in lifetime awards. Participants must sign a service agreement and maintain an acceptable level of performance to remain eligible for this program.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

All applicants MUST meet the following Individual Occupational Requirements:
Basic Requirement: You must posses a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

In addition to the Individual Occupational Requirements, you MUST also meet the GS-15 specialized experience requirements.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Oversees policy implementation that supports the protection of researchers, human participants and animal subjects; fostering appropriate behavior for research professionals.
Responsible for Process and Policy Implementation which includes ensuring the consistency of policy implementation across all research regulatory areas, ensuring the efficient and effective processes required for agreement review and approval, and ensuring compliance with delegated responsibilities from the office.
Serves as the final authority on research policy questions and addresses research process concerns as related to policy implementation and advises on quality assurance and quality improvement as it relates to research protections and regulatory compliance.
Ensures policy supports collaborative decision making between patients, clinicians, and researchers.
Promotes compliance with data privacy laws and regulations.
