About the Position: Serving as a General Supply Specialist, the incumbent is the principal contact to procure, receive, store, and control/manage inventory for supply items essential for the equipment, maintenance, and operations that support day-to-day activities, as well as specialized orders and environmental stewardship missions.
This position is located in Royal, AR and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Purchases items described in terminology common to respective industry.
Some purchases are generally in plentiful supply, off the shelf, considered as non-specialized which are usually available through local sources and include office, electrical, plumbing, mechanical, and construction supplies and other equipment.
Maintains non-expendable register control for all high-cost equipment.
Receives and reviews purchase requests determining method of purchase.
Utilizes simplified purchasing procedures and informal market survey methods for VISA Credit Card purchases.
If not subject to VISA procedures, prepares requisition action for processing by the Supply Division and Contracting Office.
Develops final specification packages for credit card purchases and prepares necessary procurement documents for submission to the Contracting Division.
Prepares all documents and completes contract purchases up to $25,000 through small purchase procedures and delivery orders.
Provides transactions or monetary obligations to RM and Contracting Office at the close of the monthly billing cycle.
Maintains effective relationships with individuals from outside the employing agency, which typically include vendors, contractors, manufacturers, and supply employees.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-07:
Specialized Experience: One year of specialized experience which includes experience assisting with automated database management systems for tracking and/or reporting the status of property, supplies and/or equipment; researching supply and/or hand receipt issues; and performing inventory counts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
OR
Education substitution for specialized experience: one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcript.)
OR
Education substitution and Super Academic Achievement: completed all the requirements for a bachelor's degree AND am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
(1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;
OR
(2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;
OR
(3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https:// www.achsnatl.org/). Combination of education and experience: If you have less than the required education and some specialized experience as described above, but less than 1 year, you can substitute a combination of education and experience to meet the specialized experience requirement. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
Minimum Qualifications GS-09:
Specialized Experience: One year of specialized experience which includes applying supply principles, concepts, and methodologies to manage supplies, equipment, and services; utilizing automation database management systems for tracking and reporting the status of property, supplies and equipment; and researching and resolving supply and hand receipt issues; performing inventory counts and preparing discrepancy reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
