The primary purpose of this position is: To plan, manage, and administer comprehensive year-round youth physical fitness and sports programs and facilities used in conducting the activities at Air Force (AF) installations. Programs provided are age and skill level appropriate, developmental in nature, highly motivating, and promote the maximum sense of growth.
Duties
Plans, develops, organizes, and administers diverse, multi-faceted and comprehensive physical fitness and sports programs.
Acts as Chapter Director of the National Youth Sports Coaches Association (NYSCA) or certified clinician for volunteer and coach's training as mandated by Air Force directives.
Administers sports, fitness, and instructional resource programs.
In conjunction with the Youth Program Director, procures, stores, disperses, repairs, replaces, and controls all youth sport and athletic equipment and supplies.
Responsible for the operations and maintenance of a variety of sport and fitness fields and facilities.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use
- The work will require the employee to drive a motor vehicle. An appropriate driver’s license will be required for this position
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0188 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes executing of the principles, concepts, and factors in planning, organizing, and administering youth sports and fitness programs to plan, develop, and carry out a youth sports and fitness program that meets the needs of a large participating community without detriment to health, safety, and protection of public buildings and outdoor natural resources.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have a combination of qualifying specialized experience and education that when combined total at least 100 percent (must provide copy of transcripts).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of youth development theory, methodology, policy, practices, and procedures relating to physical, intellectual, social, and emotional development.
2. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals.
3. Knowledge of requirements involved in the qualifications and suitability of adults to work with youth.
4. Skill in the effective management of financial, physical, and human resources of youth center programs.
5. Ability to communicate effectively orally and in writing.
6. Ability to implement policies, practices, and procedures in program and safety management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
