The position serves as a Chief of Staff for the Chief Research and Development Officer (CRADO).The position reports directly to the CRADO. As Chief of Staff, this individual serves as a special senior advisor and strategist to the CRADO as well as liaison between the CRADO and ORD Senior Executive leaders. The position plays an essential role in shaping the approximately $2 billion research program embedded within the VHA, one of the largest integrated health cares systems in the country.

Duties

Major Duties: Establishes effective and cooperative working relationships with staff office elements under the purview of the organization and other department elements. Directs the planning, development, implementation and enforcement of new policies, procedures, and program initiatives. Enforces research policy and directives and program/project management decisions as formulated by the Department, VHA, and department. Monitors and evaluates efforts aimed at understanding and acceptance of VA policies and programs. Provides advice to stakeholders and takes timely actions, reflecting organizational goals and objectives as well as risk to organization and the department. Assists the Executive level leadership in developing and participating in projects involving management and controls, administrative support activities, and cost reductions. Leads, facilitates, or participates in meetings, conferences, discussions and represents the organization in resolving discrepancies and resource constraints. Responsible for keeping Executive leadership apprised of all significant program accomplishments or deficiencies, as well as politically sensitive issues impacting the VA Research community and/or senior level managers to assist decision making processes germane to administrative and programmatic aspects of agency operations and management. Manages development of a division level quality improvement plan to include, developing operating or tactical plans, formulation of and monitoring strategic goals, objectives, and making necessary adjustments to the plans in a very dynamic environment. Utilizes innovative management techniques to maximize efficiency in an effective and efficient manner. Serves as an individual contributor and represents the Executive leadership for discrete assignments related to Veteran Policy as it relates to research, futures analysis, and external policy issues affecting Veterans. Represents the Executive leadership working with key leaders within VA, the Administration, and industry Veteran Research issues and policy development. Supervises and directs the activities in the organizations Chief of Staff work group. Makes general and specific work assignments, evaluates the work performance of staff, and assures that production and accuracy requirements are satisfied for subordinate staff and contractors. Responsible for the engagement of staff supervised, including providing mentoring and offering appropriate learning opportunities and professional development activities Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All applicants MUST meet the following Individual Occupational Requirements: Basic Requirement: You must posses a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. In addition to the Individual Occupational Requirements, you MUST also meet the GS-15 specialized experience requirements. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.
