Duties

The position serves as a Health System Specialist (GHATP Trainee) within a one year formalized national training program (June to June). The Graduate Healthcare Administration Training Program (GHATP) is designed so that the position acquires the knowledge, skills, abilities and competencies necessary to assume progressively more complex responsibilities and assist the Office of the Medical Center Director in successfully meeting its mission and strategic goals. The position will develop an individual development plan (IDP) and receive recurring progress reviews by the supervisor duties include but may not be limited to the following:

RECENT GRADUATE REQUIREMENT: You must have obtained a qualifying associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution within the previous two years. Applicants must meet each of the following requirements: Time-in-Grade, Individual Occupational Requirement, AND Specialized Experience / Education / Combination of Specialized Experience and Education. These are separate requirements. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position, you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR 2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.) NOTE: CANDIDATES USING EDUCATION TO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENT MUST SUBMIT AN UNOFFICIAL TRANSCRIPT OF CONFERRED DEGREE BY THE ANNOUNCEMENT CLOSING. In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the Specialized Experience, Education, or Combination of both as described below. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below. GS-9 SPECIALIZED EXPERIENCE REQUIREMENT: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: Processing and analyzing data; presenting the data for use by decision makers and other stakeholders. Organizing work, setting priorities, and determining resource requirements. Determining short- or long-term goals and strategies to achieve them. Coordinating with other organizations or parts of the organization to accomplish goals. Monitoring progress and evaluating outcomes. Possessing proficiency in computer skills, technology, and document creation through Microsoft Office suite applications. Composing and editing executive correspondence while demonstrating expert knowledge of grammar, spelling, and punctuation. OR EDUCATION REQUIREMENT: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Veterans (as defined in 5 U.S.C. 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study. OR COMBINATION REQUIREMENT: If you do not fully meet the length of experience and education described for a specific grade level (e.g., have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
