The VISN 9 Chief Medical Officer is a member of the VISN 9 Senior Executive leadership team and exists to promote and oversee the development of effective clinical programs and clinical operations within the VA Midsouth Network. This position serves as the Executive Assistant to the Chief Medical Officer. The position is located at the VA Midsouth Network-VISN 9 Office in Nashville, TN. VISN 9 consists of 5 health institutions in Tennessee and Kentucky.

Duties

The Staff Assistant to the Chief Medical Officer serves as the assistant to the Chief Medical Officer for one of twenty-two Veterans Integrated Service Network (VISN) within the Veterans Health Administration (VHA). VISNs are virtually and horizontally integrated health care system serving veterans across a broad geographic area. Then provide a full continuum of health care services through community based and in home programs, medical centers, clinics, and extended care facilities. Veterans access the system through linked access points organized on the basis of natural patient referral patterns. The Staff Assistant to the Chief Medical Officer reports to the Chief Medical Officer for VISN 9 and, as the official responsible for daily operations/special projects serves as a core member of the VISN Management team. Serves as Staff Assistant to the Chief Medical Officer and provides assistance in policy development and managerial decision-making. Develops and recommends management information to monitor operational effectiveness and available resources (personnel, space, equipment, and money) using both manual and automated systems. Assists in planning, organizing, development and implementation of programs/projects to meet special needs of the overall Network, Veterans Organizations and veterans' constituents, Congressional Officers, and official from VA headquarters and other Federal agencies. Serves as point of contact and primary link between Chief Medical Officer in VA Central Office and (5) VISN 9 Medical Center Chief of Staff. Serves as the principal point of contact for administrative activities both from within and outside of the Network Office. Responds to inquiries and administrative problems brought to the Chief Medical Officer by VISN staff, subordinate VAMCs/outpatient clinics, officials of VA Headquarters, Congressional Offices, Veterans Service Organization as other Federal Agencies and other government entities. Notifies appropriate VISN program managers of the need for information and recommendations, and either prepares the necessary responses, or follows up to ensure a timely response by others. Incumbent facilities a variety of conferences and conference calls at the VISN and national level. Assists with development of strategic plans and short/long range goals for Executive Leadership Committee (ELC), coordinates activities of council business, and ensures efficiency and effectiveness throughout the ELC structure /flow of information. The ELC serves as the Board of Directors for the VISN and make all major decisions regarding VISN Policy and resource distribution. The Health Systems Specialist attends all ELC meetings, coordinates planning and projects and develops agendas. Works directly with Medical Center Directors and other medical center chief executives to monitor and insure follow-up on ELC projects, task, groups, and action items. Provides support to national committees chaired by the Chief Medical Officer. Attends committee meetings and conference calls with, or on behalf of the Chief Medical Officer, prepares agendas and works on special projects with other committee members to include Chiefs Officers from VA headquarters, VISN Network Directors, Clinical Managers and other VAHQ Officials. Serves as liaison on behalf of the Chief Medical Officer on committee activities, prepares committee minutes, and monitors the status of action items. Develops and maintains beneficial and functional relationships with VISN facility management and facility staff to ensure consistent interpretation of a responsiveness to VISN guidance regarding administrative and clinical issues. Maintains effective office systems, procedures, communications, making necessary changes to ensure efficiency of the VISN office. Reviews VISN procedures for adequacy in promoting efficient and economical operations. Assists the Chief Medical Officer in the implementation and adaptation of administrative policies and procedures within the network in order to create uniform network procedures throughout the office. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Documented experience as an assistant to the Chief Medical Officer reports to the Chief Medical Officer. Responsible for daily operations/special projects serves as a core member of the VISN Management team. Serves as Staff Assistant to the Chief Medical Officer and provides assistance in policy development and managerial decision-making. Experience developing and recommending management information to monitor operational effectiveness and available resources (personnel, space, equipment, and money) using both manual and automated systems. Documented experience in planning, organizing, development and implementation of programs/projects to meet special needs of the overall Network, Veterans Organizations and veterans' constituents, Congressional Officers, and official from VA headquarters and other Federal agencies. Preferred Experience: 5 years of successful executive level experience in a healthcare environment quality service to include a broad background and progressive leadership responsibilities. Experience with Lean Management System Six Sigma or possess a Black or Green Belt Certification in High Reliability/LEAN initiatives. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: All applicants must be physically and mentally able to perform efficiently the duties of the position. Must be able to lift (30 lbs or more); twisting and/or bending, standing. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The incumbent must complete all annual Employee Health requirements, such as annual TB Screening or testing, as a condition of employment.
