Located within the Project Section of the Engineering Service at the VA Medical Center in Bath, NY, the Engineering Technician actively participates in decisions and activities related to revisions, renovations, initiatives, and construction projects, with a main focus on developing Engineering drawings, and developing and maintaining space and occupancy drawings in AutoCAD format.
Duties

Major duties and responsibilities include:
Uses AutoCAD to update facility space plans
Utilizes published design plates and standards to advise on the appropriate size, finishes, and HVAC requirements for designated space
Updates project tracking reports monthly to ensure accurate progress and cost accounting
Maintains Project Files and Engineering Drawing Library
Maintains record drawings of all Medical Center and Domiciliary structures and grounds, utilizing AutoCAD programs
Assists in preparing the facility five-year comprehensive plan, and five-year energy management plan
Assists with energy audits of building, and building service equipment and systems
Performs calculations of energy consumption, and prepares proposals for reducing energy consumption
Prepares Engineering drawings and specifications for competitive bid
Drawings and specifications to include architectural, mechanical, and electrical design, and plumbing, heating, air conditioning and ventilation
Prepares estimates for competitively bid constructions projects and maintenance and repair work
Performs field surveys using transit, level, and other standard surveying equipment
Reviews preliminary design drawings and specifications for errors, omissions, and technical soundness
Reviews shop drawings and submittals from contractors during construction and renovation for compliance with specifications
Reviews change order requests from contractors for accuracy and cost control, and advises contracting officer on price reasonableness and completion times
Inspects competitively bid construction and maintenance/repair projects to ensure complains with drawing and specifications
Prepares construction progress reports
Certifies payments request for contracted construction projects
Devises plans and methods for meeting project objectives
Serves as Contracting Officer's Technical Representative on projects
Analyses mechanical and electrical building systems, and heating and ventilation systems to identify deficiencies in condition or capacity
Performs daily construction safety inspections of assigned projects, and documents conditions
Performs other related duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-10 level, you must meet one of the following:
Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. At this grade level, experience should include: Work where you were responsible for applying knowledge and experience in construction methods and techniques, and federal, state, and local building codes and standards; Applying knowledge of architectural, mechanical, electrical, and civil engineering concepts, principles, and practices applicable to the design, construction, or review of renovation and constructions projects to include knowledge of and experience with heating, air-conditioning, piping, plumbing, ventilation, fire protection, architectural finishes, and similar types of equipment and systems; Developing and interpreting construction plans, specifications, and cost estimates for proposed designs and renovations; Utilizing AutoCAD and preparing drawings and sketches; Reading and interpreting drawings and blueprints; and providing technical assistance in the overall planning of construction and renovation projects. Education: Successful completion of two and one-half (2.5) years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position, such as engineering, construction, or industrial technology. Combination: Equivalent combinations of successfully completed graduate level education (beyond master's degree) and specialized experience, as described above. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Demands: Requires long periods of sitting in one position. Requires some physical exertion, such as regular and recurring walking, bending, and climbing ladders. The duration of the activity contributes to the arduous nature of the job.
Work Environment: Involves regular and recurring moderate risks or discomforts, which requires special safety precautions. Employees are required to use protective clothing and gear to minimize risk. Work is also performed in an asbestos contaminated area on a limited basis.
