This position is located within the Engineering Project Section/Engineering Service/Service Line. The primary function of the position are to develop Engineering drawings and specifications for projects $25K and less and to develop and maintain space and occupancy drawings in AutoCAD format in support of Capital Asset Inventory. In addition, ancillary duties include assisting in the follow-through and tracking of construction and maintenance projects to completion.

Duties

Updates Facility Space Plans, using Computer Assisted Design (AutoCad) and VISTA Space file, generates Location Bar Codes and installs where necessary. Tabulates department gross square footage, and makes adjustments to reflect recent moves. Utilizes published design plates and standards from Department of Veteran Affairs Office of Construction and Facilities Management to advise Construction and Maintenance Manager on the appropriate size, finishes and HVAC requirements for designated space. Maintains Project Files and the Engineering Drawing Library. Develops drawings and specifications, narrative scope of work, Independent Government Estimate (IGE) and contract request documentation for alteration, renovation, and rehabilitation projects for office buildings, storage buildings, utility systems, and roads and grounds improvements as directed by the supervisor, while working with the General Engineer for additional guidance. Performs field surveys using transit, level and other standard surveying equipment. Operates computer-aided design and drafting equipment and personal computer equipment in the development of plans and specifications and performance of computations. Acts as designer and coordinator for small projects, principally involving a single discipline such as civil, electrical, architectural or mechanical design. Devises plans and methods for meeting the project objective. Makes recommendations for project solutions when different approaches are available. Utilizes Engineering Project section dedicated electronic computer storage files and folders to document and safely store all project documents. The incumbent updates Project Tracking Reports monthly to ensure accurate progress and cost accounting. The incumbent conducts site inspections to record existing conditions of equipment and buildings. Performs daily construction safety inspections of assigned projects and documents conditions. The incumbent analyses mechanical and electrical building systems and heating and ventilation systems to identify deficiencies in condition or capacity. Reviews Requests for Proposals for pricing acceptability and advises the Contracting Officer. Retains certification as a VA Contracting Officers Representative (COTR). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Mon - Fri 0730 - 1600 Virtual: This is not a virtual position. The work requires some physical exertion, such as regular and recurring walking, or bending, walking or climbing ladders. The duration of the activity contributes to the arduous nature of the job. Work Environment: The work involves regular and recurring moderate risks or discomforts which require special safety precautions, e.g., working around moving parts, or machines. Employees are required to use protective clothing or gear such as hard hats, masks, gowns, earplugs, coats, boots, goggles, gloves, or shields to moderate risks, or to follow procedures for minimizing risk. Work is also performed in an asbestos contaminated area on a limited basis.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. IOR: This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. OR Education must be directly related to the position, such as courses as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 8 position you must have served 52 weeks at the GS 7. For GS 9 must have served 52 weeks at the GS 8. For GS 10 must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-08 : To qualify for the GS-08, you must possess at least one year of specialized experience, equivalent to the Federal GS 7 level or higher, that has equipped you with the necessary competencies to successfully perform the duties of the position. For this position, specialized experience is defined as : Designs, interprets, coordinates, and inspects a wide variety of types of limited operational projects incorporating diverse technical knowledge of the application of appreciably dissimilar specialized methods, procedures and techniques. The Technician applies a practical knowledge of the basic theories and practices of engineering gained through substantial training and/or experience to interpret drawings and specifications. Knowledge to locate precedents and resolve the details inherent to application and to make recommendations for improvement. The incumbent reads and interprets blue prints for accuracy and e1Tors, is familiar with Building Codes, NFP A regulations, and interprets and follows OSHA regulations. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): 1 full year of graduate level education or superior academic achievement of directly related graduate education meets the specialized experience. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of related graduate education combined with specialized experience meets the specialized experience. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience GS-09: To qualify for the GS-09, you must possess at least one year of specialized experience, equivalent to the Federal GS-8 level or higher, that has equipped you with the necessary competencies to successfully perform the duties of this position. For this position, specialized experience is defined as: Knowledge of federal, VA, state and local building codes and standards. Knowledge of construction practices to develop and interpret plans, specifications, and cost estimates. Knowledge to prepare, read and interpret engineering and structural drawings and specification and resolve difficult but well precedented issues. Knowledge to use construction engineering equipment such as calculators, transits, levels and squares, measuring instruments, etc .. OR Substitution of education in lieu of specialized experience: 2 years of progressively higher-level graduate education leading to a Master's degree or equivalent degree directly related to the position; OR Combination of Education and Experience: Combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience GS-10: To qualify for the GS-10, you must possess at least one year of specialized experience, equivalent to the Federal GS-9 level or higher, that has equipped you with the necessary competencies to successfully perform the duties of this position. For this position, specialized experience is defined as: Provides technical assistance in the installation of a variety of conservation practices that may include parallel terraces, ponds, waterways, irrigation systems, agricultural waste management systems, grass-based rotations, pasture planting, or forestry practices; Performing construction inspections on simple structures for conservation systems; Assisting in the designs and oversight of the design of complete engineering practices and structures involved in Agency programs. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed 2½ years (45 semester hours) of directly related graduate education meets the specialized experience OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of related graduate education combined with specialized experience meets the specialized experience. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
