The primary purpose of this position INVENTORY MANAGEMENT SPECIALIST, GS-2010-09, is to continually assure effective control and management of material within the organization. May be required to provide advice and guidance to lower graded personnel.

Duties

Perform work associated with management of material items. Provide daily item management support, determining current and future supply requirements. Direct/participate in Material Inventory Control Point (MIC) inventories and investigates causes of inventory discrepancies. Designate as accountable official for the storage, distribution and security of General Support Division (GSD) Material, and other related administrative functions, within the Maintenance Materiel Support organization. Provide oversight of the Due-in From Maintenance/Due-out To Maintenance program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in: knowledge of a wide range of well-established and commonly applied inventory management principles, concepts and methodologies to perform recurring kinds of assignments, operations and/or procedures. Skill in applying judgment, and analytical techniques to resolve issues and problems of a procedural nature. Knowledge of established inventory management systems, methods and procedures to weigh the impact of variables such as cost, existing policies and procedures, data processing requirements and other issues that influence the course of action to be taken. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate level education or superior academic achievementmay be used to qualify applicants for the GS-9 level. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to communicate effectively both orally and in writing. Knowledge and ability to interpret, adapt, and apply a wide range of well-established and commonly applied inventory management principles, procedures, techniques, and practices. Knowledge of material, work sequences, and schedules in shops or other industrial operations. Knowledge of budgeting, procurement, funding, and production processes related to inventory management functions. Skill and ability to apply common analytical methods and techniques to resolve procedural inventory management problems and issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires occasional physical effort such as standing, recurring bending, stooping, reaching or similar activities when tracking misplaced items, pulling property from storage, or conducting physical inventories in warehouse or storage areas. May be required to lift items up to 25 pounds. May require assistance in handling material or items weighing in excess of 25 pounds. WORK ENVIRONMENT: Work is performed in both an office area and in an industrial/warehouse environment. The work involves moderate risks and discomfort and requires safety precautions. May be required to spend considerable time in hangar and ramp areas with exposure to various weather conditions. Subject to eye and noise hazards which require the use of safety devices to protect hearing and eyesight in hazardous areas. May be exposed to strong odors, fumes from paint, hazardous chemicals, dirt, grease, etc. used in industrial areas. Regular use of safety equipment is required.
