This position is located in the Office of the Chief of Protocol (S/CPR). Serving on the front lines of diplomatic engagement, the Office of the Chief of Protocol promotes cross-cultural exchange and builds new bridges of understanding between people and governments around the world. The incumbent serves as the Deputy Chief of Protocol, supervising the Assistant Chief of Protocol for Blair House, and is responsible for special projects assigned by the Chief of Protocol.
Duties
Monitors implementation of decisions made by the Chief of Protocol, reviews, and ensures the Chief's orders, directives, instructions, and policies are carried out.
Oversees the work of subordinate supervisors, Federal employees and contract staff.
Oversees the day-to-day administration of assigned programs and initiatives.
Monitors and evaluates Protocol programs and operations to assure that plans are followed to meet objectives, goals, and strategic direction.
Requirements

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading, mentoring and/or developing a skilled, multi-disciplinary work force in order to guide complex work functions/tasks at peak levels of performance in a dynamic, high operations tempo environment.
Experience leading protocol and/or hospitality related program efforts to perform organizational administrative functions (e.g. budget management; manpower assessments, facilities or venue reviews, and/or contracting).
Experience leading protocol events (e.g. VIP visits, State Visit, military ceremonies, etc.) that require collaboration, partnership, and/or negotiation across organizations.
Experience providing guidance to senior officials on a variety of protocol or resource management related issues.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
